		<description><![CDATA[The 2010 Cecil County political soap opera, “as the Republican Central Committee turns,” is back for an encore performance this year. James W. Hutchinson, a member of the former Cecil County Republican Central Committee who was elected to the panel in the September GOP primary election, resigned from the committee on Thursday, and within hours his name was removed from the committee’s membership roster on its website. Hutchinson was considered an independent-minded Republican, not aligned with any group or faction, when he was originally appointed to the committee. However, he joined the “Republicans of Cecil Fiscal Conservative Team Slate,” organized by Sen. E.J. Pipkin (R-36) and Del. Michael D. Smigiel (R-36) that ran a joint campaign, largely funded by Pipkin campaign accounts, for the nine seats on the Central Committee. A total of 22 candidates filed for the 9 seats at stake in last year’s primary, and the Pipkin-Smigiel group won a solid seven-seat majority. 		<description><![CDATA[Incumbent Democrat David Rudolph swam against the Republican tide in Tuesday’s election, narrowly winning re-election in the only state delegate district solely within Cecil County. Rudolph won 6,782 votes, or 48.46 percent of the total, in District 34B. His chief rival, Republican Theodore Patterson, received 6,461 votes, or 46.1 percent. A third party candidate, Michael W. Dawson, who ran on the Constitution Party ticket, received 749 votes, or 5.35 percent. Dawson’s third party candidacy may have saved the seat for Rudolph, drawing conservative votes away from Patterson. (Michael W. Dawson is not the same person as the Mike Dawson who ran unsuccessfully in the GOP primary for a county commissioner’s seat.) Patterson is a leader of the county’s Young Republicans Club and a charter member of the slate of candidates backed by Del. Michael Smigiel and Sen. E.J. Pipkin (both R-36th District.) Patterson did not attend candidates’ forums, unlike Rudolph and Dawson, during the campaign. 		<description><![CDATA[  A Republican political newcomer lashed out at State Sen. E.J. Pipkin (R-36) and Del. Michael Smigiel (R-36) Monday night, telling a candidates&#8217; forum sponsored by the local &#8220;tea party&#8221; group that the duo was trying to stage a take-over of county politics and government and &#8220;They will destroy this county.&#8221;   The sharp outburst by Ted Kolodzey, a candidate for the Republican nomination for county Commissioner in District 3, came near the end of the two-hour forum, which was boycotted by three &#8220;Young Republican Club&#8221; members who are running for Commissioner seats and are aligned with Pipkin and Smigiel. Forum organizers placed three empty chairs at the candidates&#8217; table  with cards bearing their names: Chris Zeauskas, Michael Dunn and Michael Dawson.   Kolodzey&#8217;s accusations came in response to a question about whether he supported the actions by &#8220;members of the state delegation&#8221; seeking to force the county commissioners to accept collective bargaining with binding arbitration on behalf of Sheriff&#8217;s deputies.   &#8220;They only help themselves and that&#8217;s all they care about,&#8221; he said of Pipkin and Smigiel. &#8220;I saw what they were doing, financially, and I had to leave them,&#8221; he said. &#8220;They&#8217;re only fighting for their own interests,&#8221; [&#8230;]]]></description>
