		<description><![CDATA[NEWS ANALYSIS The Cecil County Council backed down from a fiscal confrontation with County Executive Danielle Hornberger over a $2.8 million pay boost package for some county employees at an “emergency” Council session on Tuesday (3/22/2022), approving the measure on a unanimous 5-0 vote a week after the plan failed on a 2-2 tie vote and Hornberger falsely accused councilors of “de-funding police.” But Sheriff’s deputies were never included in her legislation in the first place. Hornberger used the official, taxpayer-funded county government website and Facebook page to attack Councilors Bill Coutz (R-2) and Al Miller (R-3) by name in highly partisan terms last week, setting off anger and confusion among citizens and some law enforcement personnel. But Sheriff Scott Adams and leaders of the Fraternal Order of Police (FOP) union that represents Sheriff’s Deputies subsequently spoke out, saying that the core of local law enforcement, the patrol deputies and other FOP members, were never covered by Hornberger’s plan and therefore were not being ‘de-funded’ at all. 		<description><![CDATA[NEWS ANALYSIS From nose-biting at a polling place to creating a political club with virtually the same name as a longstanding and well-known Republican group so as to confuse voters, never let it be said that Cecil County politics is clean and above-board. Now we can add to the dirtpile the cyberspace hijacking of one candidate’s full name by his opponent, in order to divert voters to his own website and solicit donations. Ed Larsen, a janitorial services business owner from Conowingo, filed to run in the Republican primary for County Council in District 4 against incumbent George Patchell. Patchell, who is the popular head of the Cecil County YMCA and well known as a leader in youth activities, was first elected to the County Council four years ago and has filed for re-election in the June Republican Primary. (There is no Democratic candidate, so the winner of the GOP primary will be unopposed on the November general election ballot.) Larsen, apparently not content to make a straightforward appeal to voters with his own website, “Larsen4Cecil.com,” has registered at least four website domain names that are plays upon George Patchell’s name, according to records on file with the ICANN/ WHOIS [&#8230;]]]></description>

		<description><![CDATA[It was almost a trip down bad memories lane in Elkton Tuesday when members of the Cecil County Council got into some heated exchanges on whether to offer a prayer to open future meetings, what to put on the county website, and the credibility of one Councilor’s personal blog. It could have been a revival of the weekly drama of the pre-Charter Board of Commissioners, except this time the tables were turned and Councilor Diana Broomell (R-4) was all alone&#8211; without her usual, but usually silent, ally since Councilor Michael Dunn (R-3) was absent. Dunn was “not feeling well,” according to Council President Robert Hodge (R-5). Broomell had asked that the Council include in its proposed handbook of “policies and procedures”—a project the panel has been belaboring for the past four months—a new provision to establish an “invocation” or prayer to start each Council meeting. She had directed the Council Manager, James Massey, to draft a proposal that would comply with court rulings on separation of church and state. The proposal presented Tuesday provides that “Council members will take turns giving the invocation at the beginning of each legislative session” and “the invocation may be a prayer or moment of [&#8230;]]]></description>
