		<description><![CDATA[A District Court judge on Monday ordered Walter Rozanski, who admitted biting a political foe on the nose during an Election Day argument, to stay away from the victim and said that independent witnesses backed up the victim’s account of the incident. Judge Floyd L. Parks ruled that Rozanski’s actions amounted to an assault under the law and that the victim, Harold McCanick, was blameless in the attack. “Credible witnesses,” the judge said, “absolve Mr. McCanick of any wrongdoing here.” The Judge rejected a cross-complaint filed by Rozanski against McCanick. Instead, the judge imposed a “peace order” against Rozanski, who also faces separate criminal assault charges in the incident, and ordered him to stay away from McCanick’s home and jobsites and to have no verbal, phone or written contact with the victim until 11/30/13. The judge said the evidence met the current legal standards requiring “clear and convincing” evidence against Rozanski in a peace order case. The record of the District Court hearing, and the judge’s findings, can be used in the upcoming criminal case. 		<description><![CDATA[Lights, Camera, Campaign: Broomell Mouths Off, Again When last we visited the election-year drama of Councilor Diana Broomell (R-4), she had toned down her act, under the watchful eye of a county Sheriff’s deputy summoned to a County Council worksession to keep the peace after she previously told another lawmaker to “shut up.” But, in a closed-door meeting on Tuesday, and at a public worksession with her personal videographer’s camera rolling, Broomell again hit the verbal panic button. During a closed-to-the-public executive session&#8211; permitted under the state’s open meetings law because it was called to discuss a “negotiating strategy” or a “bid or proposal”—Broomell got agitated and once again told fellow Councilor Joyce Bowlsbey (R-2) to “shut up,” sources told Cecil Times. Bowlsbey took offense at the insult and walked out of the meeting room, and then the meeting was immediately adjourned. It was the second time recently that Broomell has exercised her vast repertoire of verbal insults with those same words, directed against Bowlsbey. In late February, during a discussion of approval of the minutes of a previous worksession, Broomell told Bowlsbey to “shut up” because Bowlsbey raised a “point of order” on a procedural step. 		<description><![CDATA[SHH—don’t tell anyone. The Cecil County Commissioners named two new members to the county’s Ethics Commission on Tuesday, but their applications seeking appointment, listing their resumes and why they wanted the post, are a secret. For months, the commish have been having closed door meetings to discuss various appointments to boards and commissions, which they are permitted to do under the state’s Open Meetings Act when debating the relative merits of various candidates. But suddenly, the one word agenda item—“appointments”—appeared on Tuesday’s formal commissioner meeting schedule. In rapid fire action with no verbal or written disclosure to the public of the appointees’ backgrounds or reasons for their selection, the commish approved two new members of the ethics panel: Mike Dixon and Robert Boonstoppel. The appointments were ratified without comment on a 4-member vote, with Commissioner Robert Hodge (R-5) abstaining. Cecil Times filed a written public information act request to obtain the applications which all candidates for appointments to county boards and commissions must fill out to be considered. However, in a written response from the county attorney, Norman Wilson, we were advised that the applications “should not be disclosed as they are protected under SG Section 10-616 (i) ‘personnel records.’ [&#8230;]]]></description>
