		<description><![CDATA[A CECIL TIMES SPECIAL REPORT About 96 percent of Cecil County residents are now covered by health insurance, a substantial gain since the federal Affordable Care Act took effect in 2014. But uncertainty over the fate of the federal law, which the Trump administration has vowed to repeal, poses fiscal concerns for the Maryland budget and worries local health care providers such as Union Hospital. The non-partisan Office of Legislative Services recently briefed lawmakers in Annapolis on potential healthcare cost pitfalls facing the state in the current budget year and the upcoming Fiscal 2018 budget currently under review by the General Assembly&#8211; even under the existing terms of the Affordable Care Act (ACA.) And in the uncertain climate of a potential repeal of ACA, the state could face insurmountable budget costs if it tried to assume a greater share of health insurance subsidy costs, with the potential difficult choice of deciding who, or what medical conditions, should receive assistance. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT News Analysis New plans for shifting hospital costs and services in Harford, Cecil and Kent counties are generating controversy, some misunderstandings, and some real concerns about forcing area patients to travel long distances to obtain hospital care or being denied transfer to facilities with more advanced services. Volunteer fire companies that provide most of the ambulance transports to hospitals in the area are concerned that their crews could be tied up for hours by having to transport patients to two facilities or travel greater distances. Western Cecil County residents and officials worry that full emergency and inpatient services—including swift care for stroke patients&#8211; now located a short drive over the Hatem Bridge will be lost to a more distant Bel Air facility in Harford County. 		<description><![CDATA[Cecil County commissioners will seek guidance from a citizen advisory panel on the upcoming Fiscal 2012 budget but they were unwilling to give any guidance to the county school system Tuesday on what to expect in funds from the county. Commissioners discussed the formation of the citizens’ panel at their worksession meeting, and Board President James Mullin (R-1st) said he wanted to have a written proposal spelling out the details for next week’s worksession. Commissioner Diana Broomell (R-4th) suggested the county follow the example of Harford County, which has a five member advisory group. She said each commissioner could appoint one person. Commissioner Robert Hodge (R-5th) suggested a 10 member panel, with each commissioner naming two people to “get a broader base” of experience. Mullin said commissioners should appoint people with “some budget and financial background” who are not “novices.” Commissioner Tari Moore (R-2nd) said it was “absolutely critical” that the commissioners move quickly and give some “direction” to the panel. Broomell disagreed, saying, “I wouldn’t want to put up parameters or restrictions” on what the panel should look at.
