		<description><![CDATA[Like the Phoenix rising from the ashes, a long-debated and much needed expansion of vocational/technical education in Cecil County has been resurrected with a proposed deal, announced Friday by the County Executive, to acquire the former Basell building and its 91-acre property on Appleton Road in Elkton for conversion to a new, state-of-the-art tech school and possible multi-use site for parkland and economic development opportunities. But past rejections and delays of the project by the old “Three Amigos” political faction of the Board of County Commissioners will yield a quick, nearly $4 million profit to Baltimore-based real estate interests, who snatched the property up a few months ago at a bargain-basement price in the aftermath of the “Three Amigos” group’s refusal even to consider a county purchase last year. Cecil County Public Schools (CCPS) officials were ecstatic at the revived proposal, which came about in recent weeks in top secret negotiations between CCPS and the new Baltimore owners of the site. 		<description><![CDATA[The months-long fight over a proposed new vocational-technical high school on the Basell building site in Elkton turned into the “Basell Brawl” Tuesday, as the Three Amigos county commissioner group held firm against even considering it while county school board members vowed to fight on. Tuesday morning, the Three Amigos majority of the Cecil County Commissioners refused even to schedule a discussion to re-consider an appeal by county school officials, supported by business groups and even local fire companies, to allow a feasibility study to proceed to determine if the vacant Basell property should be converted to a new vo-tech high school. School officials met with the commissioners last Tuesday afternoon to request a reconsideration of the proposal and upped the ante on the project by offering to pay the estimated $60,000 cost of an independent engineering and feasibility study out of current school operating funds. 		<description><![CDATA[Cecil County Public Schools officials took a first step Wednesday to re-launch their efforts to win county approval of a new vocational-technical high school on their dream site—the vacant Basell science labs and buildings in Elkton— with an appeal to business leaders and a new, cost-sharing proposal that will be presented to the County Commissioners. The revised concept would knock off $1.5 million from general county government costs, by tapping separate “fund balances” maintained as a cushion for unforeseen expenses by the separate School Board. In addition, the deal could be re-structured so that the 91-acres of land would be treated as a donation by the current owners, so that the full local costs of the building acquisition and renovations could be financed by a county bond issue. (Bond proceeds may only be used for building purchase and construction projects, not land purchases.)
