		<description><![CDATA[The Cecil County government and the Cecil County Public Schools (CCPS) have signed an agreement mapping possible future business uses of extra land not needed for the new vo-tech school on the more than 90-acre Basell property. But left in the air is who would pay to build office and other buildings and whether the county would sell or lease parcels on the site to private interests. From the moment that the county government first considered buying the Appleton Road property several years ago for use as a vocational-technical school, an added attraction was the large landmass surrounding the former Basell scientific laboratory building north of Elkton. And promoting economic development opportunities on some of the vacant land surrounding the main building was always in the cards. With conversion of the existing building and its many science labs into the county’s new vo-tech school now completed, the first class of 200 students recently began studies there. County Superintendent of Schools D’Ette Devine told the Cecil County Council on Tuesday that the school will more than double the number of vo-tech students, to about 420, in January when new vocational programs will be launched and additional specialized study areas opened. 		<description><![CDATA[Like the Phoenix rising from the ashes, a long-debated and much needed expansion of vocational/technical education in Cecil County has been resurrected with a proposed deal, announced Friday by the County Executive, to acquire the former Basell building and its 91-acre property on Appleton Road in Elkton for conversion to a new, state-of-the-art tech school and possible multi-use site for parkland and economic development opportunities. But past rejections and delays of the project by the old “Three Amigos” political faction of the Board of County Commissioners will yield a quick, nearly $4 million profit to Baltimore-based real estate interests, who snatched the property up a few months ago at a bargain-basement price in the aftermath of the “Three Amigos” group’s refusal even to consider a county purchase last year. Cecil County Public Schools (CCPS) officials were ecstatic at the revived proposal, which came about in recent weeks in top secret negotiations between CCPS and the new Baltimore owners of the site. 		<description><![CDATA[School officials sought a go-ahead Tuesday from Cecil County Commissioners to proceed with an engineering study to determine the suitability of the Basell property for conversion to a new vocational-technical school. But two of the Three Amigos faction of the commissioners’ majority bloc balked and the third was AWOL. Cecil County Public Schools (CCPS) officials, who first proposed the votech school plan 10 months ago, pointed out that time was of the essence to make a decision, in order to get the process underway in keeping with the state’s financing schedule since state funds would be a key component of the project. But delay is often the middle name of the Cecil County Commissioners and Tuesday was no exception. Commissioner Michael Dunn (R-3) didn’t bother to show up for the meeting, with no excuses offered, even though he had attended a brief worksession of the county commissioners earlier in the day. Commissioner James Mullin (R-1) at one point claimed that CCPS should consider shutting down one existing general high school and moving students around in order to relocate tech programs to an existing school building.
