		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger has lobbed an insult-laden video attack on the County Council for daring to disagree with her on an Elkton town land annexation case, claiming in a fact-free screed that Councilors were “bought and paid for” by developers—despite the fact that most of the Councilors had minimal campaign donations of any kind while she accepted multiple large donations from real estate interests. In addition, Hornberger’s appointed county attorney—Lawrence Scott, an Annapolis political consultant and lobbyist who never appeared in any state courtroom or even entered written legal representation on behalf of a client, according to the state Courts database—has tried to bully the Council on several issues, including solar panel farm legislation and the annexation case. Scott even made up his own facts recently to rail against and try to block cameras on school buses to catch car drivers who illegally pass a bus. The cameras are provided at no charge by a private firm that will collect fines and split the revenues with the county schools. 		<description><![CDATA[Scott Mesneak, the former IT director for Cecil County who was removed from his job by County Executive Alan McCarthy and has been an active campaigner for Danielle Hornberger in her election bid to unseat McCarthy, was recently given a seat on the county Board of Elections that will supervise the June 2 election. His selection for the seat came without a vote of the full county Republican Central Committee and apparently was the decision of the panel’s chairman, Vincent Sammons. The strong appearance of conflicts of interest, given Mesneak’s dismissal by McCarthy from a top county job, is furthered by his highly visible role in supporting Hornberger, including photos on her campaign social media pages posing with her while putting up signs for her campaign. Some prominently displayed photos show Sammons joining her and Mesneak to put up signs and promote her campaign. CECIL TIMES has contacted both state and local Board of Elections (BOE) officials over the past two days for comment on the matter and what, if any, actions they are considering to address it. 		<description><![CDATA[Cecil County Executive Alan McCarthy’s first budget, which boosts spending for economic development and job-creation efforts, drew scrutiny from the County Council this week as McCarthy and state officials saddled up to try to bring elite four-legged tourists and the humans who love them to the county for a potential multi-million dollar jackpot. Chris Moyer, the county’s new Director of Economic Development, told the County Council on Tuesday (4/18/2017) that the executive’s proposed budget provides a 5.7 percent increase in Fiscal 2018 over the current budget year for economic development efforts, including tourism promotion and agriculture as well as business and job development. He said his agency “fully appreciates that the county has limited resources,” but urged the council to support the budget request as one that will pay off for the county in the long run. Several of the increases would benefit the tourism promotion office, with hiring of a part-time office services assistant and a higher advertising and promotion budget. The tourism office received kudos last year for hosting the return of the Bassmaster international fishing competition to Cecil County, an event that was estimated to contribute as much as $2 million to the local economy.
