		<description><![CDATA[Cecil County Executive Tari Moore on Friday submitted to the County Council proposed changes to the county’s animal law that would convert an independent citizen ‘oversight’ panel into an ‘advisory’ board dominated by county government officials to supervise the county’s private animal control contractor. The revisions also remove language allowing the panel to consult with a licensed veterinarian on animal matters. Moore unilaterally suspended operations of the Animal Care and Control Oversight Commission (ACCOC), which was established under county law, several months ago after an incident following a panel meeting when several Girl Scouts were allegedly subjected to racial slurs outside the county building. The scouts spoke up to advocate humane treatment of animals housed at the Elkton shelter rented by A Buddy for Life, Inc., which holds a $2.24 million county animal control contract. A videotape of the incident has gone viral on the Internet and reports of the incident have received state, national and international media attention. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Councilor Alan McCarthy (R-1), who is a licensed veterinarian, made a surprise visit to the Buddy for Life animal shelter in Elkton late last week and found unremoved feces, odors and many dogs with serious “mange” and other skin conditions. “It was a mess,” he said of the facility, which county taxpayers are supporting with payments of $60,000 per month for animal control services. In addition, the chair of an independent oversight panel has questioned what she called overstaffing at the Buddy operation at taxpayer expense. 		<description><![CDATA[Cecil County should know the locations of feral (wild) cat colonies harbored by local cat “rescue” groups as a matter of public and animal health concerns, the chair of an animal oversight panel has suggested. But a cat activist member of the oversight panel&#8211; who is aligned with the Buddy for Life group that holds a 3-year animal control contract with the county&#8211; attacked the chairwoman in legally questionable terms that prompted a call for “regular business” from the county attorney. At the Animal Care and Control Oversight Commission (ACCOC)’s quarterly meeting held 4/22/14, a member of the oversight panel, Ricky Lewis II—operator of the “Cat Crusaders” group that deals with feral cat colonies and other stray cats—attacked the panel’s chairwoman, Lyn Yelton, and began to claim inside information about the operations of the county’s Ethics Commission. Complaints to the commission are confidential under county law and even those filing complaints are not allowed to discuss the matter publicly.
