		<description><![CDATA[Cecil County health officials count 191 homeless people in Cecil County— a count achieved without anyone from the agency going to the tent encampments where many homeless people live— while Cecil County Public Schools (CCPS) count 720 students who are considered homeless. The discrepancies stem, at least in part, from the health and CCPS officials using different definitions under different federal laws. But advocates for the homeless say the numbers are closer to the schools’ assessment and more needs to be done to help. During a meeting of the county Board of Health— consisting of the County Council, County Executive Tari Moore and Stephanie Garrity, the county Health Officer— on Tuesday, county government officials from health, social services and housing agencies outlined their count of the homeless and various federally-funded programs with grants to those agencies totaling about $290,000 a year. In addition Mike Brandon, a pastor who operates the Paris Foundation that provides meals and supplies to the homeless at an Elkton location on Bridge Street, described the circumstances and problems that lead people to become homeless. 		<description><![CDATA[A long-proposed project to develop housing for homeless veterans on the grounds of the Perry Point VA hospital in Perryville drew more questions before the Cecil County Commissioners Tuesday as the county’s housing director warned that proposed demands could siphon off housing aid from families in the county. David Mahaney, the county’s housing director, said he was concerned that the Veterans Administration and its selected developer of housing units on the grounds of the federal installation are trying to get the county to give up control of some of the federal “Section 8” housing aid vouchers that the county doles out to individual families. He said the VA is trying to get “project-based” housing money, instead of the intended “choice” element of the federal housing aid program, through which poor families are supposed to be able to choose where they want to live and use their vouchers to help pay their rent. Mahaney urged the Commissioners to reject that concept, since it runs counter to the “choice” aspect of the federal program. 		<description><![CDATA[Cecil County Commissioners on Tuesday received a list of proposed recipients for grants from a $500,000 set-aside of local impact aid to the county from the Hollywood Casino in Perryville. Local fire companies and the Town of Port Deposit were the top recipients, but there were some surprises&#8211; including $30,000 to the Cecil County Pregnancy Center, an Elkton anti-abortion/pregnancy support program. The Cecil County Pregnancy Center, a faith-based group that currently operates a storefront office in the 200 block South Bridge St. in Elkton that is open three days a week for three hours a day, wants to open another office in the western county near the casino. (The grants program requires recipients to provide services relating to impacts from the casino in the area west of Route 272.) In contrast, the highly respected Susquehanna Workforce Network, with a long track record of job training and help for the unemployed, would only get $50,000 for its proposed program of “skill enhancement and occupational training” to western county residents. An advisory panel appointed by the County Commissioners reviewed 64 applications seeking a total of $3.5 million, including 47 non-profit groups and 17 municipalities that applied for aid.
