		<description><![CDATA[A CECIL TIMES Special Report—First in a Series A Buddy for Life, a Delaware animal rescue group with a more than $2.2 million Cecil County government contract for animal control, has hired a lawyer to threaten an unpaid volunteer who complained to county officials about conditions for animals housed at the group’s rented shelter. And a county oversight panel tasked with reviewing animal laws and the Buddies’ performance has been riddled with dissension, as Buddy allies attacked the panel’s chairwoman, including legal threats. The Buddies got a three-year contract in the final moments of the old county Board of Commissioners’ existence on 11/30/12, after the “Three Amigos” political majority of the commissioners approved the award and suddenly extended the duration&#8211; despite the fact that the published “request for proposal” only specified an 18-month contract for animal control services. At the time, the Buddy group had no shelter, no vehicles, no experience supervising a public animal control service and no employees. But the county gave the group $10,000 in start-up cash and purchased two pickup trucks (at a cost of over $65,000) plus special “caps” for the trucks, while also paying the Buddies $60,000 a month. 		<description><![CDATA[Cecil County government received two bids on its “request for proposals” to provide animal control services: from the Cecil County SPCA (which terminated its current contract a few weeks ago due to adoption of a new animal ordinance) and a small Delaware “rescue” group with no shelter facilities that is aligned with Mindy Carlettti, the chief author of the controversial new ordinance. Cecil Times was present in the county purchasing office on Friday 9/14/12 at the 1:30 p.m. deadline for submissions, when the two bidders were announced. However, due to the nature of an RFP that requires detailed review of the applicants’ credentials and proposed costs for services, the amount of each bid was not disclosed. Meanwhile, County Commissioners received a proposed revision of the animal control ordinance at last week’s Tuesday worksession to delete regulations for and references to cats. The “no cats” proposal was put forward even though a majority of the Commissioners had only requested language to remove horses from certain sections of the ordinance, such as deposits of animal waste, after horse groups requested such revisions. 		<description><![CDATA[It was the first public political sighting of Pamela Bailey, who has been incognito since she won the early April primary to become the Democratic candidate for the District 1 Cecil County Council seat, when she showed up in Elkton Tuesday night at a candidates’ forum. Some Democrats may have wished she stayed home. Bailey, a secretary at the county’s School of Technology who also ran for the seat and lost four years ago, showed minimal knowledge of the current fight over “tiers” land use policies mandated by state legislation, SB236, and mis-stated the terms of a south county ambulance proposal that she claimed as her signature “behind the scenes” work effort on county policy issues. Her opponent, Dr. Alan McCarthy, a veterinarian and businessman who defeated incumbent James Mullin in the Republican primary by a wide margin, outlined his business experience and advocated completion of infrastructure in the county’s growth corridor, a stand-up-and-fight stance against the state’s land use mandates, and creation of a ‘business-friendly’ environment to bring jobs and an expanded economic base to the county.
