		<description><![CDATA[NEWS ANALYSIS Cecil County State’s Attorney Edward D.E “Ellis” Rollins III was convicted of indecent exposure and disorderly conduct on Friday 12/9/16 in Worcester County Circuit Court, stemming from nudity and sex acts observed while he was at an Ocean City hotel during a taxpayer-financed visit to a state legal conference. But the next steps in the legal process—and whether, or for how long, Rollins can hang on to his job&#8211; are unclear. The salacious details of the incidents are perhaps less significant than the practical problems Rollins’ situation has caused in Cecil County and the image and credibility issues his sex case has raised for the county statewide, nationally and even internationally, as the matter received widespread media exposure. Since his arrest and subsequent filing of criminal charges against him in June, taxpayers have still been paying him his regular salary—even as he has voluntarily recused himself from appearing in local Circuit Courts to prosecute cases and confined himself to unspecified “administrative” duties. Steve Hershey, of Queen Anne’s County, to fill the vacant Dist. 36 state Senate seat—with the likely result that he will prevail over remaining rival Del. Michael Smigiel, of Cecil County. In a whirlwind of events in the past day, the Caroline County panel decided to forego a potentially prolonged interview of candidates process and members voted via email to support Hershey, according to Robert Willoughby, the panel’s chairman. As members saw other counties going forward with votes and disclosing their results, the Caroline County Republicans decided they did not need to interview all 14 candidates, he added. The Caroline panel’s votes were tallied by late afternoon on Friday, Willoughby said, a few hours before the bombshell disclosure by Audrey Scott that she was withdrawing from the contest. Scott, the former state Republican Party chair, sent an email to current state party chair Diana Waterman, saying she was pulling out of the process. Pipkin has turned into an increasingly bitter brawl, with pressure on local Republican Central Committees in the four-county District to unify behind one candidate to prevent Democratic Gov. Martin O’Malley from making the final selection from a splintered GOP list. Former state Republican Party chair Audrey Scott won the endorsement of the Queen Anne’s County GOP committee on Tuesday, while Del. Michael Smigiel predictably won the Cecil County committee’s support on an 8-1 vote Wednesday. Kent County backed Scott on an unofficial caucus tally. And Caroline County officials said Thursday they were in no hurry to reach a decision. However, the committees must act to submit their choices to the governor by September 10.
