		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Alan McCarthy has withdrawn his proposed major increase in sewer user fees as part of his Fiscal 2019 budget, saying he wants to review alternative rate structures to give small users a break. But the action may signal a setback for McCarthy’s overall budget plans to end policies to tap emergency reserve funds to pay for day-to-day operations. The County Council had been slated to review the proposed rate increases in depth at its Tuesday (5/15/2018) worksession, with an appearance by county Director of Public Works Scott Flanigan. But his appearance and the meeting agenda item were cancelled, after McCarthy ordered the rate increase proposal withdrawn on Monday. McCarthy told Cecil Times on Tuesday that he withdrew his proposed rate increases so that county finance and public works officials could review the matter and perhaps come up with a more gradual rate increase and possible special rates for senior citizens and “small users” of sewage treatment services. “I want to see if we can come up with a more equitable way” to generate needed revenues to operate county sewage treatment facilities, he said. 		<description><![CDATA[Elsewhere it might be close to the summer solstice, but in Elkton, it was the Cecil County Council’s sewer solstice&#8211; as members danced around the fiscal and political bonfires of boosting sewer fees to reflect actual costs of services and future economic development implications of decisions made now. If you thought such decisions had actually been made in the county’s Fiscal 2014 budget adopted by the Council in May&#8211; one of the few major decisions made by the County Council to alter the County Executive’s budget—well, this is the land of the do-over. The issue came back on the legislative stage for an encore performance on Tuesday. It was yet another do-over—of the sort that plagued the old County Commissioners form of government in the past—but this time the architects of the do-over were the new ruling majority of the County Council. 		<description><![CDATA[The Cecil County Council approved the first-ever county budget under the new Charter government late Tuesday night, after last-minute cuts of $689,000 primarily targeting law enforcement, public schools and libraries. The Council adopted an operating budget for Fiscal 2014, which begins on 7/1/13, providing $173,532,772 to support county government and services. As part of the budget decisions, the Council accepted the proposal by County Executive Tari Moore to freeze the current property tax rate at .9907. As a result, most property owners will see a drop in tax bills since state assessments of property values have been declining and all areas of the county have now been re-assessed under the state’s three-year cycle of property value reviews. (County property taxes are assessed based on the value of the property as established by a state agency.) Moore’s budget boosted spending in a number of areas, especially county public schools, but she was able to hold the line on the tax rate by dipping into the county’s accumulated “fund balance’ or un-tapped reserve accounts, by $4 million.
