		<description><![CDATA[Lights, Camera, Campaign: Broomell Mouths Off, Again When last we visited the election-year drama of Councilor Diana Broomell (R-4), she had toned down her act, under the watchful eye of a county Sheriff’s deputy summoned to a County Council worksession to keep the peace after she previously told another lawmaker to “shut up.” But, in a closed-door meeting on Tuesday, and at a public worksession with her personal videographer’s camera rolling, Broomell again hit the verbal panic button. During a closed-to-the-public executive session&#8211; permitted under the state’s open meetings law because it was called to discuss a “negotiating strategy” or a “bid or proposal”—Broomell got agitated and once again told fellow Councilor Joyce Bowlsbey (R-2) to “shut up,” sources told Cecil Times. Bowlsbey took offense at the insult and walked out of the meeting room, and then the meeting was immediately adjourned. It was the second time recently that Broomell has exercised her vast repertoire of verbal insults with those same words, directed against Bowlsbey. In late February, during a discussion of approval of the minutes of a previous worksession, Broomell told Bowlsbey to “shut up” because Bowlsbey raised a “point of order” on a procedural step. 		<description><![CDATA[The Upper Shore Regional Council, which was out of business and out of money during the tenure of Cecil County Commissioner James Mullin (R-1) as its chairman, has new leadership, new money in the bank and a new representative of Cecil County towns. The new chairman of the Council, which serves as a tri-county planning and resource agency for Cecil, Kent and Queen Anne’s counties, is William Pickrum, who also heads the Kent County Board of Commissioners. And in one of his first official acts, he said Tuesday that he would honor the request of Cecil County’s eight town mayors to rescind a controversial appointment of a Perryville town councilman to the regional panel and instead seat Joseph Zang, the mayor of Cecilton, who was chosen by the mayors as their representative. “It’s in the bylaws” that the mayors of each county select their representative to the regional council, said Pickrum, speaking via speakerphone at a meeting of the council’s executive board in Chestertown. 		<description><![CDATA[A Cecil Times Special Report The mayors of Cecil County’s eight municipalities have signed a letter protesting the sudden installation of Michael A. Dawson, a new Perryville town commissioner, as the representative of the county’s towns on the Upper Shore Regional Council. The action was taken, in apparent violation of state law, late last week during an unannounced meeting of the panel convened by members of the Smipkin political organization, with which Dawson is aligned. It was just the latest in a long string of sub-rosa actions involving the USRC, including failure to notify the public of its meetings, attempts to close meetings to the public and press contrary to the state’s Open Meetings Act, failure to post meeting minutes on its website for years, and conducting other business outside public view. During the winter convention of the Maryland Association of Counties (MACO) at a resort in Cambridge, a meeting of the USRC was convened by State Sen. E.J. Pipkin (R-36). County Commissioners from the three counties covered by the regional body—Cecil, Kent and Queen Anne’s counties&#8211; attended but there was no public notice in advance, on the USRC’s website or other public means.
