		<description><![CDATA[Cecil County Council members were all aboard the budget bus Tuesday evening (4/25/2017) when they reviewed Fiscal 2018 spending plans for the county’s bus transit, senior citizens’ and other programs, even as the services have grown in size and scope. The Council is looking for ways to save money in the upcoming budget year, in an effort to mitigate proposed increases in the county property tax rate and a rise in the “piggyback” income tax rate. But there didn’t seem to be any inclination to trim anything from the $2.58 million it costs the county to operate the Department of Community Services. The department, headed by David Trolio, had a mini-bus service and seniors’ programs at the core of its portfolio for many years, but on his watch the agency has grown to include animal services, health-related programs, youth assistance, housing aid, and broader transportation planning projects as well as greatly expanded bus services. Trolio said he anticipated bus ridership of almost 100,000 seats filled during the current Fiscal 2017 budget year. 		<description><![CDATA[ELKTON&#8211;State transportation officials converged on Elkton on Tuesday 9/30/14 to outline state spending priorities in Cecil County, as Transportation Secretary Jim Smith boasted of multi-agency meetings to pressure for quick approval of an environmental permit to allow resumed shipping channel dredge spoil dumping at an Earleville site that has polluted local residents’ drinking water wells. “We’re setting deadlines,” Smith said, for a decision by the Maryland Department of the Environment (MDE) on issuing a permit for renewed dumping at the Earleville site. He said there would be “an announcement by November 21.” However, by state law, MDE has one year from the 7/1/14 date on which the US Army Corps of Engineers formally filed its application for a state water quality certification that is needed before shipping channel dredge spoils could be dumped at the Earleville site. (Dumping at the Pearce Creek site in Earleville was barred over 20 years ago by MDE due to concerns over pollution of area aquifers that serve residential water wells. An independent federal study by the US Geological Survey issued in January, 2013, confirmed that the Corps dumpsite had polluted aquifers and local residents’ water supply, including concentrations of arsenic and multiple other toxic [&#8230;]]]></description>

		<description><![CDATA[A team of state transit officials trekked to Elkton Tuesday to meet, yet again, with Cecil County officials about a proposed MARC train maintenance yard that would bring 90 jobs to the county and tie in to future plans to extend the commuter train line to Elkton—but before the visitors barely opened their mouths, County Councilor Diana Broomell (R-4) was hurling insults. Diane Ratcliff, director of the planning office of the Maryland Transit Administration, brought along a detailed PowerPoint presentation to illustrate her remarks, and Broomell complained she should have been given a copy of it in advance.
