		<description><![CDATA[There was anger in the air, and some gallows humor, as about 100 southern Cecil County area residents gathered in Cecilton Wednesday evening (3/20/2019) to question state and local officials on efforts to counteract the invasion of heavy trucks, and speeding cars, in the Warwick and Cecilton areas as drivers trying to avoid newly imposed tolls on US 301 in Delaware clog rural roads in Maryland. Cecil County and Maryland state officials fielded questions and provided answers, but there was a glaring absence of officials from the Delaware Department of Transportation (DELDOT), the architects of the 301 tollroad project. A small contingent of Delaware State Police truck enforcement officers did attend, apparently as a show of solidarity with their counterparts from Maryland, with whom they have recently conducted joint truck weight enforcement efforts on both sides of the state line. Toward the end of the nearly two-hour session, Cecil County Executive Alan McCarthy told the crowd that he thought an “abatement” of the tolls for a trial period, while various solutions were explored, would be a positive step. 		<description><![CDATA[Cecil County Executive Alan McCarthy wants a new Interstate 95 interchange to serve new businesses coming to the Principio business park and has reinstated commuter rail expansion in Cecil County as top priorities, in contrast to a puzzling push last year by former county executive Tari Moore to make a bus garage and pie-in-the-sky rail station in North East her top priority for state transportation aid to the county. McCarthy outlined his transportation priorities in a letter to State Secretary of Transportation Pete Rahn that was submitted to the County Council on Tuesday (3/21/2017), as part of an annual process to set county priorities. Members of the Council generally welcomed McCarthy’s new priorities. A new interchange on Interstate 95, at Belvedere Road, would serve the Principio Business Park, where several major new warehousing operations are under construction, including an Amazon “fulfillment center” expected to create 700 jobs and a “distribution center” for Lidl, a German grocery operation that is entering US markets for the first time. 		<description><![CDATA[NEWS ANALYSIS Cecil County registered record numbers of traffic fatalities last year—and pedestrian death rates were the worst in Maryland—but the county administration recently shifted transportation project priorities away from road safety improvements, especially along Route 40 where many fatalities have occurred. Gerry Widdoes, the Chief Deputy for the Cecil County Sheriff’s Department, recently advised the County Council of traffic fatalities data compiled by the agency for 2015, showing 16 traffic fatalities on local roads, up from 14 in 2014. In an interview with Cecil Times, Widdoes, the second-ranking law enforcement official in the department, said that four pedestrian deaths were recorded, resulting in a population-adjusted death rate that was the highest in the state of Maryland. The overall traffic fatalities rate was the 8th worst in the state, on a population-adjusted basis. Cecil County’s traffic fatalities rate was twice the state average, according to Widdoes. “It’s one of the saddest statistics,” he observed. Many of the incidents occurred in areas with no sidewalks or road shoulders for pedestrians to use and some of the victims were homeless or transient people.
