		<description><![CDATA[NEWS ANALYSIS Many years ago, a crusty, elderly Vermont senator had a solution to end the long Vietnam war: “Declare victory and leave.” But both sides in a war between the town of Rising Sun and the Cecil County government&#8211;over town plans for a major expansion of water service to rural areas, to defray some of the costs of its new $10.5 million water system&#8211; are declaring victory, after a state agency made two relatively minor concessions to the town while accepting the county’s insistence to protect rural and farm areas from development. One side in the local feud seems unwilling to “leave” the battlefield anytime soon. While the county adopted a low-key matter-of-fact tone with presentation of relevant documents, the Town of Rising Sun and its mayor, Travis Marion, went on the political offensive. In particular, portions of the town’s official statement claiming victory in the MDE’s decisions and posted on social media could make a libel lawyer salivate at the potential for a high-fee case. 		<description><![CDATA[COMMENTARY Cecil County has been there, done that, with several years of political turmoil instigated by the old Smipkin political machine and its cloned “Three Amigos” rule of the old county Board of Commissioners. Now, with that machine broken down and tossed into the political landfill, two cogs in the machine are looking to clone it into a new “Zorman” machine to dominate the Elkton town council. Robert (Bob) Gorman and Chris Zeauskas are running in Tuesday’s town council elections, seeking to oust incumbents Earl Piner and Charles Givens. The Zormans are also aligned with a currently seated council member. D.J. Van Reenan, who has repeatedly attacked fellow council members and town mayor Robert Alt, often in personal terms. There’s plenty of political and substantive room to raise questions about town business or suggest different ways of doing things. But the problem with the Zormans is tactics, attacks and a past record of political shenanigans aimed solely at helping political pals and advancing their own agenda, slinging mud often at the expense of decent public servants’ reputations. 		<description><![CDATA[Members of the Cecil County Council, who raised questions during this year’s budget deliberations about a nearly $20 million new library and administrative offices for the county’s public library system in North East, were briefed this week on the project, which could also set up a potential clash with the town over the fate of the old library building. The county library system recently won a major national award for its services and library supporters have been vocal in county budget hearings to endorse the system’s budget proposals. So far, the Council has supported funds for land acquisition and initial planning for the North East facility but several councilors have expressed reservations about the added-on costs of moving administrative offices from Elkton to designated space at the new North East library. “I think we can all agree” the county needs a new library in North East, Council President Robert Hodge (R-5) said at a council worksession attended by library officials on Tuesday. “But the question is how much can we afford.” Hodge noted that the new library was “competing” with other major projects and services, such as road paving, law enforcement and the county schools. “We have to allocate our [&#8230;]]]></description>
