		<description><![CDATA[It’s all over but the shouting on Cecil County’s Fiscal 2018 proposed budget, after the County Council made its last round of budget decisions on Thursday and added back $49,100 in funds the panel had previously cut. The Council is set to formally adopt the budget next week at its 6/6/2017 evening meeting, at which there will no doubt be a fair amount of political rhetoric and at least one vote against the budget. But County Council President Joyce Bowlsbey (R-2) extracted a promise from Council members that there would be no last-minute surprises at that session and members would stick by the decisions they had made in two lengthy worksessions on the budget. “I’d like things to run smoothly,” she said. The Council’s decisions amount to less than half-a penny on the property tax rate, and Bowlsbey said after the final worksession that she had also obtained assurances from a majority of the Council that the money derived from the spending cuts would be allocated to the county’s depleted emergency reserve funds—the “unassigned fund balance”&#8211;rather than taking off a miniscule fraction from the property tax rate. 		<description><![CDATA[Cecil County Executive Alan McCarthy’s first budget, which boosts spending for economic development and job-creation efforts, drew scrutiny from the County Council this week as McCarthy and state officials saddled up to try to bring elite four-legged tourists and the humans who love them to the county for a potential multi-million dollar jackpot. Chris Moyer, the county’s new Director of Economic Development, told the County Council on Tuesday (4/18/2017) that the executive’s proposed budget provides a 5.7 percent increase in Fiscal 2018 over the current budget year for economic development efforts, including tourism promotion and agriculture as well as business and job development. He said his agency “fully appreciates that the county has limited resources,” but urged the council to support the budget request as one that will pay off for the county in the long run. Several of the increases would benefit the tourism promotion office, with hiring of a part-time office services assistant and a higher advertising and promotion budget. 		<description><![CDATA[The Cecil County Council is considering legislation to set tough new regulations on owners of single-family homes who rent their properties out temporarily to vacationers, imposing zoning and inspection mandates on all properties as part of an effort to crack down on one particular Earleville home that has been the subject of community complaints. Property owners would have to obtain in advance a “special exception” from the county’s board of appeals, have the property inspected by zoning and health agencies, provide off-street parking at the rate of two parking spaces per bedroom in the house, and limit occupancy to two persons per bedroom. In addition, rentals would have to be for a minimum of five days and for no more than “four weeks per month.” The proposal defines a ‘vacation rental home’ as “a transient vacation rental or use in which overnight accommodations are provided in a family residential dwelling unit to guests for compensation for periods of less than 30 days.” The regulations, advanced by the administration of County Executive Tari Moore, received a chilly reception from the county’s Planning Commission on 12/15/14, when the proposal died for lack of a second on a motion to approve it.
