		<description><![CDATA[NEWS ANALYSIS Jeffrey Lawson is a familiar face in local government circles, as a nine-year veteran of the county public schools’ administrative staff. But that experience was like being an exercise rider at the racetrack before a recent elevation to the top jockey position: Superintendent of the Cecil County Public Schools. In his first race, Lawson didn’t particularly impress the keepers of the purse: the Cecil County Council. Several members of the Council, meeting in a worksession on Tuesday (8/7/2018), openly expressed skepticism about CCPS’ handling of school security improvement projects and stewardship of county funds. Lawson, in his first appearance before the Council since taking the schools helm in July, did little to ease their concerns or directly address questions over continued security needs&#8211; as well as a previous CCPS decision to draw $2 million from reserve funds under CCPS control to build a new field house at Perryville High School while many school security fixes remained unaddressed. 		<description><![CDATA[The Cecil County Council unanimously resisted demands from the county schools for a last-minute nearly $1 million boost in its budget on Tuesday morning (6/5/2018), setting the stage for the intact adoption Tuesday night of the Fiscal 2019 budget proposed by County Executive Alan McCarthy. In a letter from Dr. D’Ette Devine, the Cecil County Public Schools (CCCPS) Superintendent, sent to the County Council on Monday (6/4/2018), less than a day before the final Council review of the new budget, CCPS asked for a budget increase to give the schools an extra $955,000 above the county executive’s budget proposal. The letter said the schools needed the extra money “in order for the Board [of Education] to approve a balanced budget and fund negotiated agreements” with teachers, supervisory personnel and other employees. The letter said the schools could divert money from the “small capital improvement” budget, which is supposed to pay for school routine maintenance and repair needs, to operating fund accounts to cover part of the costs of pay boosts and cost-of-living increases negotiated with employees, on top of the extra funds CCPS was requesting from the County Council. 		<description><![CDATA[A CECIL TIMES Special Report Maryland Governor Larry Hogan’s newly proposed budget would cut state aid to a variety of programs and services in Cecil County&#8211; but after counting the cost of pensions for some employees, the state calculations try to make the cuts look smaller. Overall, state “direct aid” to Cecil County government operations would drop from $114.6 million in the current budget year to $112.5 million in Fiscal 2016, or a cut of over $2.1 million and 1.8 percent. But in a broader, comprehensive listing of total state aid and spending—including state-paid retirement costs for teachers, Cecil College and library employees—the Hogan budget figures it is reducing state aid in Cecil County by only $1.6 million, or 1.3 percent. The state pays the full costs of library and college employees’ pensions, while for the past several years the state has been shifting an increasing portion of public school teacher pensions from the state to local counties. What the Hogan budget doesn’t mention is the rising share of teacher pensions that the counties have to pay out of local funds.
