		<description><![CDATA[NEWS ANALYSIS Dan Schneckenburger, a former one-term Cecil County Council member who was installed as the county Director of Administration by new County Executive Danielle Hornberger less than a year ago, was suddenly replaced this week by an acting administrator who lives in Harford County. The sudden actions shocked County Council members and raised questions on what prompted the changes and who might ultimately be named for a permanent slot that would have to be approved by the Council. In early morning phone calls on Thursday (10/21/2021) to members of the County Council, Hornberger stated that Schneckenburger had “resigned” his position and would be replaced by an acting administrator, Steven Overbay, the current Economic Development director. In turn, he would be replaced on an acting basis by Sandra Edwards, the second-ranking official in the Economic Development Department, sources said. Later in the day, Hornberger also sent emails to a number of officials at independent county institutions relaying the “resignation” message, sources said. 		<description><![CDATA[Cecil County Executive Alan McCarthy pleaded guilty Thursday (3/8/2018) to one count of driving while impaired by alcohol and received probation before judgment. If he successfully completes the one-year period of unsupervised probation, his record can be expunged. A trial in Cecil County Circuit Court was initially expected to be postponed due to schedule conflicts for the presiding judge and prosecutor but those issues were resolved at the last-minute Thursday morning and the case proceeded before visiting Judge Paul Bowman, of Kent County. Due to McCarthy’s position as a Cecil County elected official, the case was handled by out-of-county officials, including prosecutor Lance Richardson, of the Queen Anne’s County State’s Attorney office. Richardson and McCarthy’s lawyer, H. Norman Wilson of Elkton, had reached agreement on a plea deal, under which a more serious charge of driving under the influence of alcohol was dropped. Four traffic offenses were also dropped under the arrangement, including failure to obey a traffic control device; reckless driving; negligent driving; and failure to drive on the right half of a roadway. 		<description><![CDATA[   The drama may just be beginning for the Cecil County Republican Central Committee as members of  different factions elected in Tuesday&#8217;s primary learn to co-exist&#8211; or not.     The crowded field of candidates &#8211;22 people vying for 9 seats&#8211; and the war of words on various Internet bulletin boards and comment pages was a never-ending source of  local political entertainment&#8211; especially for Democrats&#8211; in this election season.   With all 19 regular precincts reporting, a slate spearheaded by Sen. E.J. Pipkin and Del. Michael Smigiel, both R-36, appeared to have won control of the party committee. However, absentee and provisional ballots could alter the final outcome since some candidates were separated by just a handful of votes.      The current chairman of the committee, Joe Carabetta, barely hung on, coming in 9th place in the crowded field. Several other current members of the committee, including Robert Amato and Allen Andrichyn, finished out of the running.  The campaign featured rival slates and feuds over whether a slate assembled by two state legislators had the right to call itself  &#8216;tea party tested, tea party approved,&#8217; when some of its members boycotted a non-partisan candidates&#8217; forum hosted by the local tea  party group.
