		<description><![CDATA[The Office of the State Prosecutor (OSP) has filed five criminal charges against the former deputy director of the Cecil County Board of Elections for perjury, misconduct in office and allegedly falsifying required documents for the candidacy of Danielle Hornberger in her 2020 County Executive campaign. The prosecutor cited Hornberger’s candidacy and finance report irregularities but no charges were filed against her. Lora Walters, 57, of North East, the former deputy director of the Cecil County Board of Elections, was charged with five misdemeanor counts stemming from her role in the handling of financial disclosure statements filed by Danielle Hornberger in her candidacy in the Republican primary for County Executive. The existence of an OSP investigation was disclosed in the county Circuit Court during trial of a civil case filed last year by former Cecil County Executive Alan McCarthy, a Republican, who challenged the legitimacy of Hornberger’s candidacy due to false document filings in her campaign. The most serious charge filed against Walters—perjury, with a possible ten-year prison term&#8211; stems from her testimony in that civil court case, in which she denied falsifying the financial disclosure records for Hornberger. 		<description><![CDATA[A visiting Circuit Court judge ruled late Tuesday (8/18/2020) that Danielle Hornberger can remain on the Republican ballot line in the election for Cecil County Executive, saying that current Executive Alan McCarthy should have filed his challenge to the validity of her candidacy sooner. Judge Thomas G. Ross, a retired Queen Anne’s County judge handling the case here on “senior status” in the state court system, cited “troubling” irregularities in Hornberger’s filing of required candidacy documents But he concluded there was no proof that Hornberger conspired in the apparent falsification and forgery of several official documents required for a candidate to qualify for the ballot. He also held that there was no proof that McCarthy, a distant second place finisher to Hornberger in the primary, would have won the election if her candidacy had been filed properly. 		<description><![CDATA[A CECIL TIMES Special Report—Part 1 Danielle Hornberger, apparent winner of the Republican primary election for Cecil County Executive, sent a “replacement” financial disclosure statement to the county Board of Elections in early July, more than a month after the election and seven months after the statement should have been filed under election laws, according to documents newly obtained by Cecil Times. The document was produced after multiple emails and conversations with local election officials and back-dated forms were inserted belatedly into county and state files, documents show. The documents tend to confirm, at least in part, most of the allegations contained in a Circuit Court lawsuit filed by current Cecil County Executive Alan McCarthy, who lost overwhelmingly to Hornberger in the June 2 GOP primary election. McCarthy is seeking to invalidate the results of the primary, saying that Hornberger failed to qualify for the ballot and that some documents were falsified and backdated to cover up a “conspiracy” to violate the law.
