		<description><![CDATA[NEWS ANALYSIS Over four months before the filing deadline for 2020 primary elections in Maryland, Cecil County politics are taking an interesting twist, as multiple candidates emerge for County Executive, with the potential for a place-holder trying to scare others out of the race. And veteran County Council President Bob Meffley (R-1) has made it official by filing for re-election. Danielle Hornberger, the wife of state Del. Kevin Hornberger (R-35), filed paperwork with the state Board of Elections for a campaign committee, “Friends of Danielle Hornberger,” on 9/4/2019. But she did not file separate paperwork to declare her candidacy for a particular elected office. Mrs. Hornberger, who is a part-time employee of US Rep. Andy Harris (R-1), is a former substitute teacher in southern Maryland and Cecil County. Harris has been a major campaign fundraiser and supporter for her husband’s political endeavors. In addition, Ewing McDowell, a Rising Sun area farm owner, state employee and former state Republican political candidate, is close to filing for County Executive, setting up a potentially crowded political field for the top Cecil County elected office. Cecil County politics is known for the wild and weird, from the many misadventures of the “Three Amigos” on the County Commissioners board to a nose-biting incident at a polling place on election day. Just when you thought that, several years into Charter government, things had changed for the better, or at least become more sane, now we have an out-of-this-world conspiracy theory put forward on social media by a two-time election loser who still harbors dreams of a comeback in the next election. Space aliens from Elkton secretly harbor a dastardly scheme to kidnap the town of Rising Sun, suspend its charter and confiscate the whole town, to be consumed by the County Executive—no doubt seasoned with some salsa on the side. After all, the purveyor of this science fiction conspiracy, which he calls “a theory,” tried to stoke fears of illegal aliens invading the county in his two most recent losing campaigns for county office, even though federal and state census and planning data show no influx of foreign-born residents. Taylor, the former treasurer of the Cecil County Republican Central Committee and a protégé of the old ‘Smipkin” GOP political machine, has been indicted by a grand jury on three counts of theft, embezzlement and perjury involving the elected party committee’s finances. If convicted, she could face up to 25 years in jail and a $10,000 fine. The case was brought by the Office of the State Prosecutor, which under Maryland law is empowered to investigate and prosecute violations of state elections laws as well as political corruption cases. The prosecutor’s office is located in Towson, and often uses grand juries in Baltimore County to present its cases, but election law matters are governed by the state Board of Elections in Annapolis, in Anne Arundel County. The indictments against Taylor, 35, who is listed as residing in the Patriot’s Glen community in Elkton, were returned 3/13/15 by an Anne Arundel County grand jury and disclosed Monday by State Prosecutor Emmet C. Davitt. “Maintaining the integrity of Maryland’s criminal and election laws has always been and shall remain of the utmost importance to this office.
