		<description><![CDATA[A CECIL TIMES Special Report (With legal footnotes) Cecil County Council member Jackie Gregory (R-5) has continued to collect a salary from county public schools in the current budget year, despite questions of county Charter and ethics rules barring Council members from paid employment with other county agencies. And she has also claimed reimbursement for tickets she bought to local civic dinners and banquets, despite county law prohibiting sending such bills to taxpayers, according to a CECIL TIMES investigation. In addition, the County Council has ignored its own rules for obtaining legal opinions from its outside legal counsel, including expenses incurred to review Gregory’s school employment status as well as private legal consultations between Gregory and the Council’s lawyer and private consultations with Councilor Bill Coutz (R-2), according to a review of invoices for legal services by John Downs, the Council’s lawyer, and Downs’ response to a Cecil Times public records request under state law. The county also paid an invoice for Coutz for a ticket to an Elkton dinner event. 		<description><![CDATA[COMMENTARY Cecil County State’s Attorney Edward D.E. “Ellis” Rollins III was sentenced to probation, a fine, community service and a mandatory psychological evaluation on Tuesday (2/14/2017) for his conviction on charges of indecent exposure and disorderly conduct in a sex-related case. But Cecil County taxpayers have yet to get justice for the salary and benefits costs they paid for months while Rollins was focused on his own personal legal problems instead of prosecuting criminals on behalf of local citizens. Rollins appeared Tuesday morning in Worcester County Circuit Court, where Judge Brian Shockley imposed a 90-day suspended sentence for indecent exposure and a 60-day suspended sentence for disorderly conduct. The local prosecutor, Beau H. Oglesby, had requested six months jail time but the judge disagreed. Oglesby had initially ordered Rollins released without charges last June but, after a local blog reported on the incidents at an Ocean City hotel, and further investigation by local police, charges were filed several days later. Indecent exposure is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. 		<description><![CDATA[Cecil County Executive Tari Moore has failed to decide among multiple bidders on an 18-month contract for animal control services beginning 1/1/2016, putting off a scheduled recommendation for a contract to the County Council at its Tuesday 11/17/15 meeting and instead scheduling a secret, closed-door meeting with the Council on the issue. As a result, the failure of Moore to present a recommendation to the County Council on the timetable as specified in a “Request for Proposals” or RFP, means that the county administration is foot-dragging so that action will be delayed until close to or after the expiration of the current animal control contract with A Buddy for Life Inc. on 12/31/2015. Under County Council operating procedures and the RFP, a proposed animal control contract was supposed to be submitted to the Council for introduction at its Tuesday evening 11/17/15 legislative meeting, with a vote occurring two weeks later. But now, the earliest a proposed contract could be submitted to the Council would be 12/1/15 with a vote on 12/15/15, with a contractor having just two weeks, including the Christmas holidays, to hire staff and gear up to provide services as of 1/1/2016.
