		<description><![CDATA[NEWS ANALYSIS It took a week for the official paperwork to be posted in state elections records, but Ewing McDowell’s candidacy for Cecil County Executive is now official: the Rising Sun farm businessman is in the GOP primary race. But another potential rival—Danielle Hornberger—is playing coy as her husband, state Del. Kevin Hornberger (R-35), touts a fundraiser guessing game, asking people to pay money to learn what her political plans are. Even in Cecil County, where politics is often an oddball game, the Hornbergers are throwing a new pitch from right field. “Danielle Hornberger for ??? Give it your best shot, Guess what Danielle’s running for,” Mr. Hornberger declared on social media and in emails, soliciting attendance at a 10/3/2019 “piggy roast” with a “minimum donation of $20” to attend and seeking “sponsorship” donations as well for the event at which his wife will reveal her political plans. Mrs. Hornberger has filed required state Board of Elections paperwork to register a campaign finance committee but so far has not filed a certificate of candidacy stating what office she is running for. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore’s proposal to give an extra $24,000 to her preferred animal control contractor, A Buddy for Life, Inc., for a six-month extended contract actually gives the group a net fiscal gain over their past pact and removes requirements for an independent audit of how taxpayer funds were spent in 2015. Moore signed a $271,020, six-month extension of the Buddies previous three-year contract on 12/29/2015, even though she did not have sufficient funds in the current Fiscal 2016 budget year to pay for it. The Buddies do not own an animal shelter facility and the county also signed a separate $48,000 lease with the owners of Rainwood Kennels to continue to house animals at the Elkton site. On top of the money paid directly to the Buddies, the county is also taking over repairs and maintenance costs of two trucks used for animal control that were previously the fiscal responsibility of the Buddies—at a taxpayer cost estimated by county officials at $4,980 for six months. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore&#8211; who has unilaterally suspended county laws governing an Animal Control Oversight panel, extended a controversial 3-year animal control contract and signed a kennel lease for six months, all without County Council approval—is considering taxpayer purchase of a private kennel business that some local residents have complained about. The kennel is located in a residential zone that now does not allow a dog kennel use but is “grandfathered” because it was established many years ago. Converting the property to a government-owned animal shelter&#8211; with two trucks used to pick up and deliver strays and generating significant traffic from people looking for lost pets or seeking to adopt a dog or cat—would no doubt cause concerns to nearby property owners in the residential neighborhood.
