		<description><![CDATA[The heroin and drug abuse crisis plaguing Cecil County and Maryland will require money, commitment by state and local governments and involvement of medical experts and families affected by drug abuse, local officials and area residents told a new state task force in Elkton on Tuesday. Cecil County Executive Tari Moore claimed credit for reducing drug overdose deaths in the county in 2014, but in fact state statistics on the total number of drug-related deaths are not yet available and for much of last year Cecil County was on track for a record number of drug overdose deaths. Cecil County had the dubious distinction on 3/17/15 of being the first stop on a planned tour around the state by the Heroin and Opioid Emergency Task Force convened by new Maryland Gov. Larry Hogan and chaired by Lt. Gov. Boyd Rutherford. (In 2011, Cecil County had the highest drug overdose death rate, on a per capita population-adjusted basis, in the state—even higher than the city of Baltimore.) “This is a problem that does not have an easy, or overnight, solution,” Rutherford said in Elkton. 		<description><![CDATA[A new landmark study by a broadband advisory panel has charted an innovative course for Cecil County to jumpstart Internet services that have so far bypassed much of the county—including installation of fiber optic cable in conjunction with a proposed extension of a waterline from Cecilton to Earleville. The panel also calls for treating broadband as an infrastructure requirement, like waterlines, for development of new housing and commercial developments. But whether the county government will seize the opportunities cited by the panel—including proposals to offset potential costs with revenues to the county’s general fund already paid by cable television franchisees&#8211; remains to be seen. In other Maryland counties, and even in remote rural areas in states such as Iowa, innovative broadband initiatives have brought major economic development and quality-of-life improvements, according to a review of other areas’ alternatives by Cecil Times. And some County Council officials in Maryland, such as Montgomery County Councilor Hans Riemer (See his proposal here: https://councilmemberriemer.com/fiber/ ) are exploring state-of-the-art super high-speed gigabite fiber optic services, in conjunction with federal agencies, to create hubs of high-tech jobs for the future. 		<description><![CDATA[It was yet another catfight among the Cecil County Commissioners Tuesday afternoon as they discussed a proposal with mysterious origins seeking to remove “cats” from much of the new animal ordinance the commissioners adopted just a few months ago. But this time two commissioners raised questions about the “timing” and politics of the effort, coming as it does while county officials are considering two rival bids to assume animal control duties under contract with the county. A committee of county officials is slated to meet with representatives of the Cecil County Society for the Prevention of Cruelty to Animals, Inc. (CCSPCA) to discuss its response to a county Request for Proposals (RFP) to provide animal control services to the county government. A second bidder is A Buddy for Life, Inc., a Delaware-based volunteer dog rescue group that has no shelter of its own and no employees. The new animal ordinance, which formally takes effect 10/1/12, does include cats in numerous sections. At another recent commissioners’ session, Commissioner Robert Hodge (R-5), who advocated inclusion of cats, said the sudden proposal to delete cats was suspect and in line with demands by Mindy Carletti, a Perryville veterinarian who was the lone remaining [&#8230;]]]></description>
