		<description><![CDATA[It’s been a rough winter on Cecil County roads, as multiple snowstorms and freezing temperatures have buckled pavement and opened up crater-sized potholes on many streets and highways. So county roads officials are asking to tap reserve funds to pay for emergency repairs as well as new budgeting flexibility so that allocated funds don’t expire before the repairs can be made in spring and summer. County Department of Public Works director Scott Flanigan and county Finance Director Winston Robinson explained the two-part initiative to the County Council at a Tuesday morning worksession, describing the plan as a more cost-efficient and work-efficient way of handling the damage inflicted by this winter’s non-stop battering of roadways. The two officials proposed tapping $2 million of the county’s “fund balance” reserve funds, with $1.5 million used for pothole filling, “mill and patch” repairs of many damaged roads, and full reconstruction of four severely damaged roads. In addition, about $500,000 would be used to repair bus loops at several schools that are so damaged they pose a threat to school bus and student safety. 		<description><![CDATA[Cecil County began recovery from the mega-storm Sandy on Tuesday, after much of the region dodged the worst predictions of flooding and wind damage. But there were still concerns that post-Sandy flooding and environmental damage could affect the county from higher water levels on the Chesapeake Bay and Susquehanna River. Most of Cecil County escaped the worst of the hybrid storm, which slammed New Jersey and New York City with record flooding, and widespread local power outages were moving quickly to be repaired by Delmarva and Choptank crews. But state officials and independent weather experts warned that area residents might not have seen the last of the storm as tidal water levels may still rise and cause flooding. Shortly before 11 a.m. Tuesday, Maryland Governor Martin O’Malley said it was “a pleasant surprise that we were not hit as hard” by the super storm as had been feared. “We prepared for the worst and the people of Maryland really rose to the occasion,” he said. 		<description><![CDATA[(UPDATE 11:55 a.m. Monday)&#8211; Cecil County residents hunkered down Monday as the massive, hybrid storm known as Sandy began its assault on Maryland, and Gov. Martin O’Malley bluntly warned, “People will die in this storm.” Cecil County government shut down all but emergency services operations and the county landfills were closed to customers, according to the county website. County public schools and administrative offices were closed Monday and a shutdown for Tuesday was announced. A “code red” robocall from the county’s Department of Emergency Services on Sunday advised that the storm would be “a long lasting event” and urged citizens to evacuate low-lying areas. The county established an emergency shelter at Rising Sun High School as of 6 p.m. Sunday, but emergency officials declared it should only be used as “a last resort for people to relocate.” And Gov. Malley cancelled early voting for the 2012 general election on Monday, after two days of higher than usual early voting turnout on Saturday and Sunday.
