		<description><![CDATA[There was anger in the air, and some gallows humor, as about 100 southern Cecil County area residents gathered in Cecilton Wednesday evening (3/20/2019) to question state and local officials on efforts to counteract the invasion of heavy trucks, and speeding cars, in the Warwick and Cecilton areas as drivers trying to avoid newly imposed tolls on US 301 in Delaware clog rural roads in Maryland. Cecil County and Maryland state officials fielded questions and provided answers, but there was a glaring absence of officials from the Delaware Department of Transportation (DELDOT), the architects of the 301 tollroad project. A small contingent of Delaware State Police truck enforcement officers did attend, apparently as a show of solidarity with their counterparts from Maryland, with whom they have recently conducted joint truck weight enforcement efforts on both sides of the state line. Toward the end of the nearly two-hour session, Cecil County Executive Alan McCarthy told the crowd that he thought an “abatement” of the tolls for a trial period, while various solutions were explored, would be a positive step. 		<description><![CDATA[Cecil County Executive Alan McCarthy pleaded guilty Thursday (3/8/2018) to one count of driving while impaired by alcohol and received probation before judgment. If he successfully completes the one-year period of unsupervised probation, his record can be expunged. A trial in Cecil County Circuit Court was initially expected to be postponed due to schedule conflicts for the presiding judge and prosecutor but those issues were resolved at the last-minute Thursday morning and the case proceeded before visiting Judge Paul Bowman, of Kent County. Due to McCarthy’s position as a Cecil County elected official, the case was handled by out-of-county officials, including prosecutor Lance Richardson, of the Queen Anne’s County State’s Attorney office. Richardson and McCarthy’s lawyer, H. Norman Wilson of Elkton, had reached agreement on a plea deal, under which a more serious charge of driving under the influence of alcohol was dropped. Four traffic offenses were also dropped under the arrangement, including failure to obey a traffic control device; reckless driving; negligent driving; and failure to drive on the right half of a roadway. The case stemmed from a traffic stop by a Maryland state trooper on 10/27/2017 at about 11 p.m., when the trooper said he spotted a [&#8230;]]]></description>

		<description><![CDATA[Major crimes in Cecil County declined significantly in 2015, according to new data submitted to state and federal authorities, but the number of murders increased and separate health reports showed drug overdose deaths continued to be a serious problem in the county for most of 2016. The Maryland State Police compiled data from its own operations as well as law enforcement at the county and town levels to produce the annual Uniform Crime Report (UCR) that provides the most complete picture of criminal activity and law enforcement efforts statewide. The report, covering the 2015 calendar year, was submitted to Gov. Hogan’s office in mid-December 2016. Overall, the crime rate in Cecil County fell by 10.7 percent in 2015, in comparison with 2014. But murders numbered 9, in comparison with 4 in 2014. The 2015 figures were also well above a five-year average of 5 murders per year. Motor vehicle theft showed a sharp increase—33.7 percent—with 123 incidents reported in 2015. But most other categories of serious crimes showed modest to significant declines, according to the new report.
