		<description><![CDATA[UPDATED A new state “report card” on the quality of local schools gave top rankings to just three Cecil County elementary schools—Calvert, Charlestown and Kenmore—while most middle and high schools scored the middle rank, with three stars on a five-star rating scale. The new state system is designed to broaden measures of school quality to reach beyond just test scores, which in the past have been criticized as too one-dimensional to reflect the full range of student achievement. Dr. Jeffrey Lawson, the new superintendent of Cecil County Public Schools (CCPS), told the Cecil County Council at a Tuesday morning (12/11/2018) worksession in Elkton, that “We’re pleased, generally speaking” and “There are not a lot of surprises” in the state report card on local schools. Lawson acknowledged that low scores on the state-mandated PARCC (“Partnership for Assessment of Readiness for College and Careers”) test had been a problem on past state evaluations of local schools. “PARCC is a very difficult test,” he said. The state is shifting to a new test next year, so future ratings will not include the troublesome PARCC performance results. 		<description><![CDATA[COMMENTARY There are no words to express the appropriate level of shock and revulsion at new President Donald Trump’s Saturday (1/21/17) appearance and speech, using the hallowed ground of the CIA’s tribute wall to the anonymous heroes who sacrificed their lives in service to the nation, as a political prop to launch yet another attack on the media, his critics and anyone who might disagree with his rhetoric or policies. It is as though someone stood over a grave at Arlington National Cemetery and launched a political campaign, with lots of rhetoric, campaign signs and banners, and no respect for the gravesite of the hero he is stepping on. In our previous life as a Washington reporter, we visited the hallowed ground that is the entry to the Central Intelligence Agency building, where over 100 stars provide anonymous tribute to members of the intelligence community who died in service to our nation. Anyone, other than Trump, who sees that wall and is informed about its historical significance, cannot help but be moved and silenced in humble gratitude. 		<description><![CDATA[COMMENTARY The budget adopted by the Cecil County Council this week was the toughest top-to-bottom scrutiny of county government spending in the three years of Charter government, with one glaring exception: the public schools. And the only significant item eventually cut from the schools &#8211;tennis court repairs—became a symbolic issue as the Council fought until the last minute to save them. In this year’s complex budget process, there were some winners and losers, some winners who also lost, and two stars who rose above the process with common sense and conviction. The clear loser in the process was County Executive Tari Moore, whose property tax increase was repudiated by the Council. And the fact that the Council found over $2.6 million in spending cuts suggested the panel was willing to make tough decisions that she was not. Even though her more than two-cents boost on the property tax rate was killed, Moore still bears the political burden of having proposed it—along with a new transfer tax on property sales/purchases that alienated the business and real estate community.
