A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore has signed options to buy two animal kennels—one a small private facility in a residential area in North East and also the much larger Cecil County SPCA shelter in Chesapeake City—at $400,000 each, but has not decided which site, or both, to buy at taxpayer expense. Also, Moore has now cut in half an earlier request for an extra $24,000 to boost an unbid, six-month contract with the current Buddy for Life animal control contractor to care for animals—after CECIL TIMES exposed a hidden loophole in her contract extension that would have put even more money in the group’s pocket despite a Council budget cut. Moore held a secret, closed door session with the County Council on Tuesday, 1/12/16 at which she outlined two shelter purchase options her administration has signed. Earlier in the day, at a public worksession of the County Council, several members criticized the administration’s unilateral six-month extension of a previous three-year contract with A Buddy for Life, Inc. for animal control and animal sheltering operations at the rented Rainwood Kennels in Elkton—and Moore’s plan to boost payments to the Buddies by $24,000 over the county budget […]

Cecil County Executive Tari Moore, after a more than one hour secret meeting with the County Council on Tuesday 11/17/15, announced that she plans to buy a property for a government-owned animal shelter at an unspecified cost or location, and will unilaterally extend a contract for six months with A Buddy for Life, Inc.,– the current contractor that has been the subject of multiple complaints from citizens, former volunteers and some employees for their care of stray animals under a more than $2.24 million three-year county contract. Cecil Times waited outside the closed door meeting in Elkton with the Council and when Moore emerged, asked her a series of questions, to which she replied each time, “I’m not at liberty to say.” But moments later, her administration issued a written statement about her intentions. Then Cecil Times conducted an hour-long interview with county Director of Administration Al Wein and County Attorney Jason Allison on the ramifications of Moore’s plan to extend, and in some cases side-step, a county “Request for Proposals” (RFP) for animal control/animal sheltering services. There were many unanswered questions about the potential costs to taxpayers, quality of services to animals and, at least initially, cutting the County […]

Cecil County Executive Tari Moore has failed to decide among multiple bidders on an 18-month contract for animal control services beginning 1/1/2016, putting off a scheduled recommendation for a contract to the County Council at its Tuesday 11/17/15 meeting and instead scheduling a secret, closed-door meeting with the Council on the issue. As a result, the failure of Moore to present a recommendation to the County Council on the timetable as specified in a “Request for Proposals” or RFP, means that the county administration is foot-dragging so that action will be delayed until close to or after the expiration of the current animal control contract with A Buddy for Life Inc. on 12/31/2015. Under County Council operating procedures and the RFP, a proposed animal control contract was supposed to be submitted to the Council for introduction at its Tuesday evening 11/17/15 legislative meeting, with a vote occurring two weeks later. But now, the earliest a proposed contract could be submitted to the Council would be 12/1/15 with a vote on 12/15/15, with a contractor having just two weeks, including the Christmas holidays, to hire staff and gear up to provide services as of 1/1/2016. And there were no assurances that […]
