		<description><![CDATA[Cecil County’s criminal element costs taxpayers a lot of money, from the harm they inflict on the community by their crimes to the costs of bringing them to justice in court and incarcerating them. But now 179 of our least productive citizens have done us a small favor: a slight boost in the county’s population under revised census figures. But statewide, the criminals could have an impact on redistricting for Congress and state legislative seats. The criminals don’t even live here any more. They are incarcerated in state prisons located in other counties. But because they lived here before being locked up, they have been added to our local population under a 2010 state law. The “No Representation without Population Act” required that the state re-calculate the official US census data, for the purpose of redistricting for congressional and state legislative districts, to apportion state prison inmates to their home counties. In the past, Washington, Allegany and Somerset counties have had large artificial boosts in census population figures because inmates at state prisons located in those counties were counted as residents. Now, Cecil County’s official population is listed as 101,287, up 179 from the initial Census report of 101,108. (See [&#8230;]]]></description>

Andy Harris (R-1st), chatting with constituents in a teleconference Wednesday, opposed state legislation that would delay a controversial gas drilling proposal for Western Maryland and suggested investment of some US government funds in foreign bonds, including those of China. He also opposed raising the wage base on which Social Security taxes are assessed so as to make wealthier people pay more into the troubled retirement system. He said it would impose a costly burden on small businesses that would have to match employee’s contributions. From throughout the 1st District, Harris fielded questions during the nearly one hour phone chat, at times sounding a bit like a talk radio host as he welcomed callers and responded to a broad range of questions. He was generally well informed on the issues raised by callers, which focused largely on energy, health care, and Social Security. Cecil Times was contacted to participate in the teleconference. Several callers cited rising gasoline prices to highlight their concerns over US energy policy and the need for American energy independence. 		<description><![CDATA[Cecil County’s smallest town, Port Deposit (population 653 in the latest census) is gearing up for a vigorous campaign for mayor, with one current and two former mayors contending for the post in the upcoming May town election. It is a study in contrasts between small town dedication to service and some of our county-wide agenda-driven politics. Current Mayor Kerry Anne Abrams, a public schools paraprofessional assigned to Bainbridge elementary, has more time on the job than her rivals, Wayne Tome—also a former Cecil County Commissioner—and Rob Flayhart. Abrams served as mayor from 1996-99, filling a vacancy, before being elected in her own right in 2007. Tome served as the town’s mayor from 1999 to 2003, when he lost to Flayhart, who served as mayor from 2003 to 2007. Port’s residents are a hardy lot, stoically braving intermittent flooding from the adjacent Susquehanna River on a regular basis when the up-river Conowingo dam opens its floodgates as it did recently.
