		<description><![CDATA[Cecil County suffered a record or near record snowfall last weekend and county roads crews and contractors toiled around the clock to clear hundreds of miles of roadways and bridges, but the County Council was divided Tuesday on just how good a job was done and whether social media should have been used more extensively to advise the public on snow-clearing progress. But in southern Cecil County—often referred to by some Elkton-based government officials as “the middle of nowhere”—even remote rural county roads in Earleville were cleared to two full lanes and down to the pavement by mid-day Monday. That response was the best in more than 20 years, with lesser snow accumulations in the past, according to some long-time residents. County Director of Public Works Scott Flanigan took the hot seat to explain to a County Council worksession Tuesday morning the actions of DPW employees and contractors who plowed county roads during the recent snow emergency. “Given the magnitude of the event” and “the major drifting problems,” he said, the DPW staff and contractors rose to the challenge. 		<description><![CDATA[Members of the Cecil County Council fired shots across the budget bow on Tuesday, warning the County Executive that they expect stronger cost-cutting steps in her new budget to prevent a recurrence of more than $1.4 million in over-budget expenses this year. At issue before the council members at a worksession in Elkton was the request by County Executive Tari Moore for approval of a budget amendment to account for overspending in multiple accounts during the current budget year. County finance officials have been drafting the budget amendment for about a month, with shifting numbers from preliminary versions previously discussed with the council. 		<description><![CDATA[It’s been a rough winter on Cecil County roads, as multiple snowstorms and freezing temperatures have buckled pavement and opened up crater-sized potholes on many streets and highways. So county roads officials are asking to tap reserve funds to pay for emergency repairs as well as new budgeting flexibility so that allocated funds don’t expire before the repairs can be made in spring and summer. County Department of Public Works director Scott Flanigan and county Finance Director Winston Robinson explained the two-part initiative to the County Council at a Tuesday morning worksession, describing the plan as a more cost-efficient and work-efficient way of handling the damage inflicted by this winter’s non-stop battering of roadways. The two officials proposed tapping $2 million of the county’s “fund balance” reserve funds, with $1.5 million used for pothole filling, “mill and patch” repairs of many damaged roads, and full reconstruction of four severely damaged roads. In addition, about $500,000 would be used to repair bus loops at several schools that are so damaged they pose a threat to school bus and student safety.
