		<description><![CDATA[NEWS ANALYSIS Over four months before the filing deadline for 2020 primary elections in Maryland, Cecil County politics are taking an interesting twist, as multiple candidates emerge for County Executive, with the potential for a place-holder trying to scare others out of the race. And veteran County Council President Bob Meffley (R-1) has made it official by filing for re-election. Danielle Hornberger, the wife of state Del. Kevin Hornberger (R-35), filed paperwork with the state Board of Elections for a campaign committee, “Friends of Danielle Hornberger,” on 9/4/2019. But she did not file separate paperwork to declare her candidacy for a particular elected office. Mrs. Hornberger, who is a part-time employee of US Rep. Andy Harris (R-1), is a former substitute teacher in southern Maryland and Cecil County. Harris has been a major campaign fundraiser and supporter for her husband’s political endeavors. In addition, Ewing McDowell, a Rising Sun area farm owner, state employee and former state Republican political candidate, is close to filing for County Executive, setting up a potentially crowded political field for the top Cecil County elected office. Taylor, the former treasurer of the Cecil County Republican Central Committee, has pleaded guilty to felony charges of stealing over $8,859 from donations and using the money to buy personal airline tickets and membership in an online dating service, according to the Office of the State Prosecutor. She will be sentenced November 17 and faces a maximum of 25 years in prison. Taylor appeared in the Anne Arundel County Circuit Court on Monday to enter her guilty plea before Judge Michele D. Jaklitsch, who accepted the plea and restricted Taylor to her home, except for work, pending the November sentencing. Since Taylor entered a plea deal and avoided a trial on the three-count indictment against her for theft and perjury, it is likely she will receive a substantially lesser sentence than the maximum she could have faced. Prior to the plea deal being entered into the court record, the State Prosecutor was prepared to proceed with a trial in late August, and agents of that office had recently appeared in Cecil County to serve subpoenas on former members of the GOP committee to testify at a trial, sources told Cecil Times. Governor-Elect Larry Hogan is hosting a breakfast meeting in Annapolis on Tuesday 12/9/14 at the swank Treaty of Paris restaurant with the five Republican County Executives in the state, including Cecil County Executive Tari Moore. But the seating arrangements at the intimate gathering could be a bit awkward. That’s because another attendee is Alan Kittleman, the newly elected GOP County Executive in Howard County. Moore endorsed his Democratic opponent, Courtney Watson, in the November election—much to the dismay and amazement of local and state fellow Republicans.
