		<description><![CDATA[NEWS ANALYSIS Never let it be said that perennial candidate and three-time loser Michael D. Smigiel, Sr., doesn’t have any more political tricks up his sleeves, even if they aren’t the sleeves on a Cecil County judicial robe that he desperately wants to wear. Now he’s trying for a two-fer: a judicial seat for himself and his old District 36 state Delegate seat for his son and namesake, Michael D. Smigiel, Jr., a young filmmaker and video photographer. Daddy Smigiel lost his delegate seat in the Republican primary in 2014, when he didn’t even carry his home base of Cecil County in the four-county area covered by District 36. Daddy has also lost a previous run for a judicial seat and lost badly two years ago in a GOP primary challenge to incumbent Congressman Andy Harris (R-1st). Smigiel Sr. filed on Monday as a candidate for a Circuit Court judicial seat, running against incumbent judge Will Davis. Davis was appointed by Gov. Hogan to fill a vacancy on the local bench in 2016 and, under state law, must stand before the voters in this year’s elections for a 15-year term. 		<description><![CDATA[AN APPRECIATION Nelson Bolender was a forgiving man. From misbehaving teenagers who ran afoul of the principal of Elkton High to critics or foes in Cecil County politics, Nelson Bolender practiced the often lost art of being able to disagree without being disagreeable. He took some bold and at times controversial steps during his two terms as a County Commissioner but always did so with respect for those who did not support his positions. And most of those who disagreed with him respected him in return. Name-calling, of the sort we have come to witness with all too frequent regularity in the past few years in county politics, was simply not in his vocabulary or personality. He was never one to hold a grudge, tally up an “enemies list,” or make allegations or unfounded accusations against political rivals. In politics, he was a Democrat at a time when Democrats still dominated Cecil County elections. But he was never a partisan ideologue. He forged agreements with Republicans or independents if it was in the best interests of Cecil County. 		<description><![CDATA[Dr. Alan McCarthy, who is seeking to oust incumbent County Commissioner James Mullin (R-1) in this year’s Republican primary, has raised $11,631 so far from donors and fundraising events while Mullin has done minimal fundraising but has a $16,200 mystery in his campaign reports: money showed up in January but disappeared in March, with neither the origin nor the outgo of the money accounted for. It’s Mullin’s now you see it, now you don’t financial mystery. If the average citizen got over $16,000 put into his or her bank account, you can bet they’d know where it came from, and where it went. But not so on Mullin’s filed reports. (All campaign donations are supposed to be fully documented on who contributed the money, and when, and all expenditures are supposed to be spelled out.) In Mullin’s annual report covering the full year 2011 &#8212; which was filed 1/12/12&#8211; Mullin reported a carry-over balance of $16,240, with no new contributions and no expenditures since his previous annual report was filed 1/19/11, covering campaign activity in 2010. (But that previous 1/19/11 finance report filed with the State Board of Elections listed a zero balance and does not indicate where the money [&#8230;]]]></description>
