		<description><![CDATA[The Caroline County Republican Central Committee has voted to endorse Del. Steve Hershey, of Queen Anne’s County, to fill the vacant Dist. 36 state Senate seat—with the likely result that he will prevail over remaining rival Del. Michael Smigiel, of Cecil County. In a whirlwind of events in the past day, the Caroline County panel decided to forego a potentially prolonged interview of candidates process and members voted via email to support Hershey, according to Robert Willoughby, the panel’s chairman. As members saw other counties going forward with votes and disclosing their results, the Caroline County Republicans decided they did not need to interview all 14 candidates, he added. The Caroline panel’s votes were tallied by late afternoon on Friday, Willoughby said, a few hours before the bombshell disclosure by Audrey Scott that she was withdrawing from the contest. Scott, the former state Republican Party chair, sent an email to current state party chair Diana Waterman, saying she was pulling out of the process. Scott had already won the endorsement of the Queen Anne’s County GOP committee. 		<description><![CDATA[The iron grip held on the four-county 36th legislative district by former state Sen. E.J. Pipkin ( R) for over a decade has crumbled in the past week since he announced his resignation and departure from Maryland, with a crowded field of hopefuls lining up to seek appointment to his seat. By early evening Monday, there were 14 declared candidates, sources said. But the political dynamic of the contest— which is, at least initially, in the hands of the Republican Central Committees in each of the four counties comprising the district—could be complicated by the sheer volume of candidates and the potential for the Democratic Governor Martin O’Malley to have the final say if the committees do not unite on a single candidate. The four counties of the district—Cecil, Queen Anne’s, Kent and Caroline—each get, in effect, one vote. State law specifies the name of a candidate receiving a majority of the county committees will be sent to the governor for automatic ratification. But if two of the committees were to pick different candidates, and another candidate got two counties’ votes, it is unclear if that would be considered a &#8220;tie&#8221; to be broken by the governor. 		<description><![CDATA[Cecil County Councilor Diana Broomell (R-4), often a lightening rod for controversy both on the old county Commissioners board and the new County Council, told Cecil Times that she plans to run for re-election to her council seat in 2014, contrary to rampant local speculation that she would run for a newly redrawn state legislative seat in western Cecil County. “I plan to run again for the Council,” Broomell told Cecil Times on Tuesday. She also said she would like to run again for Cecil County Executive, when current executive Tari Moore’s term is up in the 2016 election. Broomell came in second to Moore in a crowded Republican primary in the 2012 election. “I’ve been to Annapolis,” she said, noting her past employment as an aide to state Del. Michael Smigiel (R-36). “You can’t get anything done there,” she said of Annapolis. “My concerns are in Cecil County; I have a lot of things that I feel need to be done here,” she added.
