A skinny bridge on Old Elk Neck, designed by Commissioner Diana Broomell (R-4) to limit area development potential, even though such a new bridge would be “functionally obsolete,” according to county engineers. It was yet another do-over day Tuesday afternoon for the county commish, as they argued for about two hours, yet again, over county bridge priorities and re-visiting decisions that commissioners already made in the past, at the instigation of Broomell. And it was the latest installment in the not-ready-for-primetime unreality show, “The Bridges of Cecil County,” that has been playing on the County Commissioners channel in Elkton for much of the year. 		<description><![CDATA[News Analysis If you were going to write a Cecil County version of the saccharine popular romantic novel, “The Bridges of Madison County,” it would be more like a rather tedious historical novel, full of the same places and the same characters, doing and saying the same things over and over but at least one character thinking the ending might somehow change. Just when you thought you had finally heard the last of the decades-old saga of the long defunct Mill Lane bridge in Earleville, Cecil County Commissioner Diana Broomell (R-4) declared Tuesday that she wants to consider its resurrection from the collapsed concrete. (No matter that previous commissioners and state and federal officials nixed a costly bridge rebuild years ago and Broomell herself voted a few weeks ago to proceed with steps to remove the last bridge debris and remove Mill Lane from the county’s bridge list forever.) 		<description><![CDATA[The Cecil County Commissioners began a pointed debate Tuesday over proposals to raise sewer connection fees, especially for new developments, but put off scheduled action after Commissioner Tari Moore (R-2) challenged some commissioners to spell out how they would pay for rising costs without increased fees. Commissioners’ President James Mullin (R-1) suggested commissioners “talk in the hallway” instead of debating the issue in public. It was the latest postponement of a decision on the issue in recent months. In a last minute move when the Commissioners adopted the county budget in May, they voted 4-1 to delay action on the sewer connection fee increases, with Moore casting the lone dissenting vote. At Tuesday’s morning worksession, Moore asked fellow board members how they would vote when the issue came up on the agenda for a formal commissioners meeting later in the day. “I’m on record as being opposed,” said Commissioner Michael Dunn (R-3). Moore asked Dunn how he would pay for the costs of the “enterprise fund,” which is supposed to be self-supporting from fees paid by users of sewage treatment systems, rather than passing on costs to all county residents including those who are not hooked up to sewers.
