		<description><![CDATA[The Cecil County government and the Cecil County Public Schools (CCPS) have signed an agreement mapping possible future business uses of extra land not needed for the new vo-tech school on the more than 90-acre Basell property. But left in the air is who would pay to build office and other buildings and whether the county would sell or lease parcels on the site to private interests. From the moment that the county government first considered buying the Appleton Road property several years ago for use as a vocational-technical school, an added attraction was the large landmass surrounding the former Basell scientific laboratory building north of Elkton. And promoting economic development opportunities on some of the vacant land surrounding the main building was always in the cards. With conversion of the existing building and its many science labs into the county’s new vo-tech school now completed, the first class of 200 students recently began studies there. County Superintendent of Schools D’Ette Devine told the Cecil County Council on Tuesday that the school will more than double the number of vo-tech students, to about 420, in January when new vocational programs will be launched and additional specialized study areas opened. 		<description><![CDATA[After years of attempts to find a cost-effective solution to the shortage of vocational and technical education slots for Cecil County public school students, the County Council Tuesday night voted to approve a plan for a new $18.9 million votech school at the 91-acre Basell property in Elkton. The Council’s 3-2 vote was on legislation to authorize the schools to proceed with an option to acquire the property, leading to a subsequent purchase upon completion of engineering and ‘due diligence’ evaluations of the site and its existing 158,000-square foot, two story facility—including 18,750 square feet of modernized scientific laboratories. Voting for the project were Council President Robert Hodge (R-5) and Councilors Alan McCarthy (R-1) and Joyce Bowlsbey (R-2). 		<description><![CDATA[The months-long fight over a proposed new vocational-technical high school on the Basell building site in Elkton turned into the “Basell Brawl” Tuesday, as the Three Amigos county commissioner group held firm against even considering it while county school board members vowed to fight on. Tuesday morning, the Three Amigos majority of the Cecil County Commissioners refused even to schedule a discussion to re-consider an appeal by county school officials, supported by business groups and even local fire companies, to allow a feasibility study to proceed to determine if the vacant Basell property should be converted to a new vo-tech high school. School officials met with the commissioners last Tuesday afternoon to request a reconsideration of the proposal and upped the ante on the project by offering to pay the estimated $60,000 cost of an independent engineering and feasibility study out of current school operating funds.
