		<description><![CDATA[As the COVID-19 virus continues to spread in Maryland, new—but flawed—data from the state Health Department shows that a majority of fatalities have occurred in nursing homes and assisted living facilities. But the state report fails to accurately depict the tally in Cecil County, where the state claims there was just 1 virus death at the Calvert Manor nursing home in Rising Sun but county health statistics show that 7 of the 8 total deaths in the county occurred at Calvert Manor. It is one of the sad ironies of the current pandemic that Calvert Manor—for many years the top-rated nursing home in the county, according to Center for Medicare/Medicaid Services (CMS) reports, for its quality of care and infection control efforts—has become the center of the pandemic in Cecil County. Under orders from Gov. Larry Hogan, the state began just this week to publicly identify confirmed cases and deaths at nursing homes throughout Maryland. The state report listed 16 confirmed cases of the virus among staff at Calvert Manor, with no fatalities, plus 53 confirmed cases among residents, with 1 fatality. 		<description><![CDATA[(Second of two articles) GALENA— The gray-haired man at the lunch counter in Twinny’s restaurant in Galena wore a tee shirt, decorated with a flag and an eagle, that declared, “Proud to be an American.” Shaking hands with Rep. Andy Harris (R-1) last week, this constituent was pleased with the job his congressman is doing in Washington but he had concerns about the fairness of the tax code. Harris reassured the man that he’d be willing to “close corporate tax loopholes” and “simplify” the tax system. Harris added that he has supported proposals for a “flat tax”—in which most taxpayers would pay the same flat income tax rate regardless of income level but most tax deductions would be ended—or a “fair tax” that would end income taxes but impose a 23 percent national sales tax. The latter proposal drew fire in last year’s general election from Harris’ Democratic opponent, incumbent Rep. Frank Kratovil, who ran campaign ads saying, “We can’t afford Andy Harris’ idea.” Both proposals have been suggested by various groups and candidates for decades but have had no traction in Congress. 		<description><![CDATA[The town of Elkton saw significant population growth in the past decade while the rest of the county’s towns saw more modest gains, according to new census data. Elkton grew by 29.8 percent, growing from 11,893 people in 2000 to 15,443 in 2010, according to census data. Elkton moved up a notch, from 18th place to 17th, on the list of the 20 most populous cities or towns in Maryland. Baltimore remained the state’s largest city, even after its loss of over 30,000 residents since the last census. Frederick was the second largest city in the state while Rockville, in Montgomery County, came in third. On the Eastern Shore, Salisbury was the largest local jurisdiction and remained the 9th largest in the state, while Easton moved up from 19th place on the last census report to 16th largest in the new report. Demographically, Elkton’s population is predominantly white—11,738 residents—while African-Americans or blacks constituted the largest minority group in the town: 2,337 residents. Other minorities included 584 multi-racial individuals and 407 Asians. Elkton’s growth is not entirely due to new arrivals since part of the change can be attributed to annexation of properties into town limits since the last census.
