		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS Maryland Gov. Larry Hogan has a plan to re-open the state’s economy in a safe, staged fashion while coping with the COVID-19 pandemic but the numbers—rising infections, deaths and miniscule testing rates in the state—are getting in the way. And while most of the state’s virus testing, hospital expansion and emergency steps have focused on the Baltimore area and Washington suburbs, there is a growing threat on the Eastern Shore that has not been addressed. Unless the state steps up its attention to the rising virus problems on the Eastern Shore, we will be left to wonder if that famous New York Post headline of many years ago might be revived and modified to assert: “Hogan to Shore: Drop Dead.” On Tuesday (4/28/2020), the Cecil County Health Department reported, as it had a day earlier, that the local death toll from the virus stood at 8 people and provided an updated count of 165 residents testing positive for the virus. The state report issued Tuesday still did not update the fatalities for Cecil County and listed the 6 deaths from an earlier report. 		<description><![CDATA[Cecil County Economic Development officials are asking the County Council to approve a list of 20 properties to be added to Enterprise Zones, which receive property tax breaks and other incentives to promote new business opportunities. But some County Council members worried that citizen objections to the proposed mixed-use Southside/Southfields development should be addressed first. Sandra Edwards, county economic development manager, told the County Council on Tuesday (9/2/2019) that the new roster of properties proposed for addition to the Enterprise Zone list is facing a 10/15/2019 deadline for submission to the state and for that reason the County Council is being asked to grant “expedited” status to the request, holding a public hearing on 10/1/2019 and a vote on the legislation the same night. That didn’t sit well with Council President Bob Meffley (R-1), who said, “My phone’s been blowing up” with citizen objections to the Southside project, a mixed use development including industrial, retail and residential components on a 650-acre tract, between Pulaski Highway/Route 40 and Frenchtown Road, within the town limits of Elkton. 		<description><![CDATA[Cecil County Executive Alan McCarthy wants a new Interstate 95 interchange to serve new businesses coming to the Principio business park and has reinstated commuter rail expansion in Cecil County as top priorities, in contrast to a puzzling push last year by former county executive Tari Moore to make a bus garage and pie-in-the-sky rail station in North East her top priority for state transportation aid to the county. McCarthy outlined his transportation priorities in a letter to State Secretary of Transportation Pete Rahn that was submitted to the County Council on Tuesday (3/21/2017), as part of an annual process to set county priorities. Members of the Council generally welcomed McCarthy’s new priorities. A new interchange on Interstate 95, at Belvedere Road, would serve the Principio Business Park, where several major new warehousing operations are under construction, including an Amazon “fulfillment center” expected to create 700 jobs and a “distribution center” for Lidl, a German grocery operation that is entering US markets for the first time. Now, I-95 traffic to Principio would access the site from exits in Perryville or North East, then travel along Route 40.
