		<description><![CDATA[HARRIS PSEUDO POLL—YOUR EMAIL FOR YOUR VOTE It was hardly a surprise when Rep. Andy Harris (R-1) voted against both articles of the impeachment resolution against President Trump in the US House on Wednesday (12/18/2019), since he had opposed the process from the outset and holds a staunch pro-Trump voting record. So it might seem a bit surprising that he would solicit constituent’s views on the matter in a Facebook “poll” and a telephone robocall just a few days before the House vote—could a possible pro-impeachment outcome perhaps change his mind? Little danger of that, it seems, since the methodology bore no resemblance to any standard of legitimate poll-taking in the real world. The 12/16/19 telephone robocall, voiced initially by Harris, asked listeners to register whether they opposed, “strongly opposed,” supported or “strongly supported” impeachment. But respondents were subsequently told by another voice that their vote would not be recorded unless they agreed to provide their email address and agreed to receive Harris’ newsletter. If the listener declined to do so, the call was terminated without registering the individual’s opinion. 		<description><![CDATA[A CECIL TIMES Special Report A recent political “robocall,” purporting to be a poll of voter sentiment in the 2020 Cecil County Executive race, pushed negative messages about the incumbent in an apparent effort to influence listeners’ votes and potentially float trial balloons for further negative messages. But the call could run afoul of new state Board of Elections (BOE) regulations. The new regulations, adopted by the BOE in late March, would force political candidates to accept fiscal responsibility for these tactics that in the past escaped public disclosure through loopholes that hid who paid for the polls, and the beneficiaries of such activities. Now, even if a candidate did not directly pay for such “polls,” he/she would have to declare the “value” of the information obtained from the poll as an “in kind” donation on public financial disclosure reports. Multiple sources, all Republicans, told Cecil Times about a recent automated telephone call (“robocall”) they received asking about potential candidates in the 2020 GOP primary for County Executive. 		<description><![CDATA[After two weeks of political drama, two county Republican committees have sent to Gov. Martin O’Malley the name of their nominee—Del. Steve Hershey—to fill the vacant state Senate seat in Dist. 36, thus apparently ending the local process and shifting the decision to Annapolis to break a tie between Hershey and Del. Michael Smigiel. But even after the hand-writing was on the wall, Friday afternoon Smigiel launched yet another gambit to try to shift the local votes his way before the ultimate deadline of 9/10/13 for the local committees to submit their choices to the governor. The Caroline County Republican Central Committee had voted unanimously to support Hershey and on Thursday sent that tally to the governor’s appointments secretary, according to Robert Willoughby, the panel’s chair. And sources said that Kent County, which had a majority vote for Hershey, did the same. That effectively moots efforts by Smigiel to try to get yet another re-vote in the process. Smigiel won his only clear cut victory on an 8-1 vote in his home Cecil County GOP panel, which is controlled by a slate of members chosen with financial support and endorsements by Smigiel’s political organization in 2010.
