		<description><![CDATA[COMMENTARY Cecil County has been there, done that, with several years of political turmoil instigated by the old Smipkin political machine and its cloned “Three Amigos” rule of the old county Board of Commissioners. Now, with that machine broken down and tossed into the political landfill, two cogs in the machine are looking to clone it into a new “Zorman” machine to dominate the Elkton town council. Robert (Bob) Gorman and Chris Zeauskas are running in Tuesday’s town council elections, seeking to oust incumbents Earl Piner and Charles Givens. The Zormans are also aligned with a currently seated council member. D.J. Van Reenan, who has repeatedly attacked fellow council members and town mayor Robert Alt, often in personal terms. There’s plenty of political and substantive room to raise questions about town business or suggest different ways of doing things. But the problem with the Zormans is tactics, attacks and a past record of political shenanigans aimed solely at helping political pals and advancing their own agenda, slinging mud often at the expense of decent public servants’ reputations. 		<description><![CDATA[New reports to the state Board of Elections by recently-filed candidates for Cecil County offices show that two County Council candidates have quickly assembled substantial campaign warchests while a minimally-financed incumbent Councilor has removed his campaign treasurer, who is barred under state election rules from service due to her involvement with a PAC that is under state investigation. Under campaign finance reforms enacted by the General Assembly and taking effect for this year’s primary elections, candidates who filed their candidacy after a January campaign finance report filing deadline must now file a “spring report” showing their financial activities since they filed for office. In the past, citizens would have had to wait until a later pre-primary reporting deadline to assess the campaign finance activities of the late candidates. Candidates who filed a report in January did not have to file the most recent “spring” reports, which were due last week. In the County Council races, George Patchell, the longtime executive director of the county’s YMCA who is running in the Republican primary in District 4, raised $4,106 in contributions plus $3,720 in fundraiser ticket sales, for a $7,826 warchest. 		<description><![CDATA[State Threatens Criminal Case against PAC that Paid for other PAC’s Anti-Baynes Flyer Even more than a year after the last election, one of the deepest secrets of the local campaign season—who really paid for a vicious attack flyer against Cecil County Judge Keith Baynes—is still a secret. But the State Board of Elections has threatened criminal action against leaders of a political action committee (PAC) that has refused to file any required financial disclosure reports. The tawdry tale involved a flyer accusing Baynes of being soft on pedophile cases and was published under the authority line of a PAC called “Protect Cecil’s Children.” But that PAC was really primarily financed by yet another PAC—“Republicans of Cecil County,” that has not filed required reports to the state elections board. Both PACs were organized by individuals with longstanding political ties to Del. Michael Smigiel (R-36), who was resoundingly defeated when he ran in 2012 for a Circuit Court judgeship. Judicial candidates run on a non-partisan basis in the primaries of both the Democratic and Republican parties. Baynes, a Republican, and Jane C.
