		<description><![CDATA[The Cecil County Council interviewed the five nominees from County Executive Danielle Hornberger to take over the county’s Ethics Commission at a Tuesday (2/9/2021) worksession, with members posing questions that mostly tiptoed around some of the key questions surrounding Hornberger’s decisions—and actions that could be a template for future wholesale removal of other county board memberships. The biggest unanswered question in the room was whether Andrew Goins, an associate pastor at Pleasant View Baptist Church, could set aside his church’s strong anti-LGBTQ and anti-gay marriage views to decide cases that might involve LGBTQ community members fairly and without bias. And there was also an unanswered question about how another nominee, a supposed Democrat, would consider potentially partisan matters. Apparently unknown to most Council members at the time, one nominee—Heather O’Rourke—only registered as a Democrat days before she was picked by Hornberger for the ethics panel. During her discussion with the Council, she repeatedly emphasized that her status as a Democrat would give her ‘independence’ and said she was experienced in standing up to people of other political views. 		<description><![CDATA[A CECIL TIMES Special Report NEWS ANALYSIS Cecil County Council member Jackie Gregory (R-5), faced with an ethics complaint and a directive from the county’s Ethics Commission to stop working as a substitute teacher in county schools while holding an elected Council seat, is pressing subpoenas against three fellow Councilors and County Executive Alan McCarthy, according to multiple sources. She wants them to testify at a hearing in early March before the ethics panel which is convening to review her own situation, according to subpoenas reviewed by Cecil Times. Gregory is seeking re-election in the April, 2020 Republican primary, running against Don Harmer, the longtime chair of the county’s Parks and Recreation board, a member of the county Planning Commission, and a youth sports coach. Gregory has frequently opposed funds to support parks and recreation programs and school sports fields. County Council President Bob Meffley (R-1), Councilor George Patchell (R-4) and Councilor Al Miller (R-3) were served with the subpoenas on Tuesday by Wendy Culberson, a private attorney now retained by Gregory. The Cecil County Commissioners named two new members to the county’s Ethics Commission on Tuesday, but their applications seeking appointment, listing their resumes and why they wanted the post, are a secret. For months, the commish have been having closed door meetings to discuss various appointments to boards and commissions, which they are permitted to do under the state’s Open Meetings Act when debating the relative merits of various candidates. But suddenly, the one word agenda item—“appointments”—appeared on Tuesday’s formal commissioner meeting schedule. In rapid fire action with no verbal or written disclosure to the public of the appointees’ backgrounds or reasons for their selection, the commish approved two new members of the ethics panel: Mike Dixon and Robert Boonstoppel. The appointments were ratified without comment on a 4-member vote, with Commissioner Robert Hodge (R-5) abstaining. Cecil Times filed a written public information act request to obtain the applications which all candidates for appointments to county boards and commissions must fill out to be considered. However, in a written response from the county attorney, Norman Wilson, we were advised that the applications “should not be disclosed as they are protected under SG Section 10-616 (i) ‘personnel records.’ [&#8230;]]]></description>
