		<description><![CDATA[There was anger in the air, and some gallows humor, as about 100 southern Cecil County area residents gathered in Cecilton Wednesday evening (3/20/2019) to question state and local officials on efforts to counteract the invasion of heavy trucks, and speeding cars, in the Warwick and Cecilton areas as drivers trying to avoid newly imposed tolls on US 301 in Delaware clog rural roads in Maryland. Cecil County and Maryland state officials fielded questions and provided answers, but there was a glaring absence of officials from the Delaware Department of Transportation (DELDOT), the architects of the 301 tollroad project. A small contingent of Delaware State Police truck enforcement officers did attend, apparently as a show of solidarity with their counterparts from Maryland, with whom they have recently conducted joint truck weight enforcement efforts on both sides of the state line. Toward the end of the nearly two-hour session, Cecil County Executive Alan McCarthy told the crowd that he thought an “abatement” of the tolls for a trial period, while various solutions were explored, would be a positive step. 		<description><![CDATA[The Cecil County Council took a stab at cutting the Fiscal 2018 budget on Tuesday (5/30/2017) and came up far short of a grandiose plan advanced by two members seeking to cut over $6 million from the budget proposed by County Executive Alan McCarthy. Cecil College and Cecil County Public Schools (CCPS) survived multiple proposed significant budget hits but the county library system did not fare as well. And regional Republican political concerns surfaced in a decision to fire former state Del. David Rudolph, a Democrat, from a $30,000 part-time consulting position in the County Executive’s office to work on getting more aid for the county from state agencies. The veteran delegate was defeated in the 2014 election by political newcomer Kevin Hornberger, a Republican who has already filed for re-election in the 2018 election. 		<description><![CDATA[The Cecil County Council decided on Tuesday (6/7/16) to approve lame duck County Executive Tari Moore’s final budget with minimal spending cut tinkering&#8211; putting just $131,000 back into reserve funds that Moore has raided by over $12.4 million during her tenure. The Council went along with Moore’s proposed property tax rate for Fiscal 2017, imposing a tiny, far less than a penny boost from the current tax rate. The Council also cut spending in the Fiscal 2017 capital budget, which covers construction projects, by $6.18 million, in part by delaying some projects until the following fiscal year. Moore’s budget for the Fiscal 2017 budget year, which begins on 7/1/16, proposed a tax rate of 0.9914, a miniscule increase from the current rate of 0.9907 per $100 of property valuation. So for a home assessed for tax purposes at $200,000, the current tax bill would be $1,981.40. At the new rate, the same property’s tax bill would be $1,982.80—an increase of $1.40 per year. The new tax rate is set at the “constant yield” level—which means the rate needed to generate the same amount of property tax revenues to the county as it received in the previous budget year.
