		<description><![CDATA[All Cecil County Sheriff’s deputies are now equipped with anti-ballistic helmets that could save police lives in a confrontation with a mass shooter—such as the recent Orlando murders—despite Cecil County Council budget cuts last year that slashed funds for riot gear. But the county still lacks other equipment that could save lives in the event of a major shooting incident here. The recent mass shootings at an Orlando, Florida nightclub highlighted the importance of life-saving equipment for law enforcement agencies, including anti-ballistic helmets that saved the life of a police officer and a heavily-armored vehicle used to ram a hole in the building to free wounded and terrified people while the shooter was still firing. The shooter, who was eventually killed by police after he murdered 49 people and wounded almost as many other patrons of the club, fired a shot directly at the head of a police officer but the bullet was deflected by a helmet. 		<description><![CDATA[COMMENTARY The budget adopted by the Cecil County Council this week was the toughest top-to-bottom scrutiny of county government spending in the three years of Charter government, with one glaring exception: the public schools. And the only significant item eventually cut from the schools &#8211;tennis court repairs—became a symbolic issue as the Council fought until the last minute to save them. In this year’s complex budget process, there were some winners and losers, some winners who also lost, and two stars who rose above the process with common sense and conviction. The clear loser in the process was County Executive Tari Moore, whose property tax increase was repudiated by the Council. And the fact that the Council found over $2.6 million in spending cuts suggested the panel was willing to make tough decisions that she was not. Even though her more than two-cents boost on the property tax rate was killed, Moore still bears the political burden of having proposed it—along with a new transfer tax on property sales/purchases that alienated the business and real estate community. 		<description><![CDATA[The Cecil County Council reached its goal on Thursday to block a property tax increase proposed by the County Executive, with extra money still available for possible last-minute additional tax relief for citizens or lowering healthcare expenses paid by county employees. After several hours of often chaotic number-crunching and cross-talk at an afternoon meeting on 5/28/15, Councilors put off final decisions until Tuesday, when a morning worksession is slated to put finishing touches on the Fiscal 2016 spending plan before formal adoption of the budget that is scheduled for Tuesday evening. At this point, the County Council has reached tentative agreement on cutting $3,077,159 out of Moore’s proposed $184,785,276 operating budget. From the outset of the panel’s deliberations, most councilors’ top priority has been to kill Moore’s proposed more than two-cent increase on the property tax rate. To do that, the Council had to cut about $2.27 million, and by the end of the day had more than reached that goal. But with some extra money from their cuts lying on the table, the Council could still re-consider its biggest cut&#8211; $400,000 for higher healthcare costs for county employees—or potentially consider more tax relief for citizens, either on the property [&#8230;]]]></description>
