NEWS ANALYSIS Amanda Bessicks, the newly-elected Cecil County State’s Attorney, is resigning her post as of 3/15/2019 due to health reasons, according to a letter sent to the county Circuit Court administrative judge.. Her resignation cuts short a promising career as the county’s chief prosecutor and a reform-minded leader for an office that has been mired in turmoil since her predecessor was charged and convicted in an indecent exposure/disorderly conduct case in 2017. And her decision to resign her position, so that a successor can be named quickly, reflects a level of character and public service that had been absent in the recent past history of the office. Former State’s Attorney Ellis (E.D.E.) Rollins continued to collect a salary and benefits for many months while he unsuccessfully fought, and appealed, the charges against him—while not actually performing the duties of the office. Taking a leave of absence to address her medical issues would have been an understandable, and fully appropriate, course of action while not actually surrendering the office and title. But her decision to step aside clears the path for the Circuit Court judges to name either an interim or permanent State’s Attorney to lead the office until the […]

NEWS ANAYLSIS Cecil County State’s Attorney Edward D.E. “Ellis” Rollins III has filed a motion for a new trial after his jury conviction on two sexual misconduct-related charges– thus prolonging the taxpayer-funded agony and embarrassment of having to continue to pay a salary and benefits to a disgraced prosecutor who hasn’t appeared in Cecil County courts to do his job in over six months. And the electronic court record of the case in the Worcester County Circuit Court raises questions about whether Rollins has received some kid-glove treatment. Rollins’ attorney filed a motion seeking a new trial on 12/19/16, but the case file listed no date for a hearing on the motion. Rollins had previously requested a delay in sentencing after his conviction last month and he was expected to face sentencing sometime this month, but no date was listed in the court record online. In most cases in the Maryland electronic court case files, the verdicts from a jury trial are clearly listed and usually filed within hours after a verdict is rendered. But not in Rollins’ case. Although Rollins was convicted by a jury after a two day trial, the electronic docket only lists his “not guilty” plea […]

NEWS ANALYSIS Cecil County State’s Attorney Edward D.E “Ellis” Rollins III was convicted of indecent exposure and disorderly conduct on Friday 12/9/16 in Worcester County Circuit Court, stemming from nudity and sex acts observed while he was at an Ocean City hotel during a taxpayer-financed visit to a state legal conference. But the next steps in the legal process—and whether, or for how long, Rollins can hang on to his job– are unclear. The salacious details of the incidents are perhaps less significant than the practical problems Rollins’ situation has caused in Cecil County and the image and credibility issues his sex case has raised for the county statewide, nationally and even internationally, as the matter received widespread media exposure. Since his arrest and subsequent filing of criminal charges against him in June, taxpayers have still been paying him his regular salary—even as he has voluntarily recused himself from appearing in local Circuit Courts to prosecute cases and confined himself to unspecified “administrative” duties. As a result, the local office has been down one prosecutor to handle the many criminal cases clogging the court calendar while Rollins pulled in a regular salary and benefits. The State’s Attorney’s office, while officially […]
