		<description><![CDATA[NEWS ANALYSIS “And it’s one, two, three strikes you’re out, at the Old Ball Game.” The Cecil County Council stepped up to the legislative plate against the Hornberger administration this week but struck out, after some verbal swings at bat, on three major issues: the secret installation of a member of the Ethics Commission after the Council had turned down her nomination; a bond bill giving the county executive unilateral fiscal powers that the Council rejected last fall; and a sudden $2.1 million raid on reserve funds for schools spending just weeks after the county executive claimed she wouldn’t raid the reserves in her new budget. On the bonds and reserve funds measures, the administration of County Executive Danielle Hornberger (but not Hornberger herself, who personally stayed far away from the fray) had the Council over a fiscal barrel by claiming the county would suffer fiscal harm if her demands were not met immediately—a loss of possible revenues from re-financing bonds at potentially lower interest rates, and an unforeseen (at least by this administration) need to come up with more money to comply with state schools funding requirements. 		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Alan McCarthy admits putting together the Fiscal 2021 county budget was a bit like being in a hurricane bunker while hoping that the COVID-19 pandemic that has wreaked havoc with the state and local economy won’t overwhelm the fiscal safety measures he installed over the past three years that could help the county weather the storm. “I must say it is by far the most difficult budget my staff and I have ever put forward,” McCarthy said Wednesday (4/1/2020) in presenting his proposals during a Facebook live teleconference. “We are in the midst of a crisis none of us has ever experienced before.” He said that he and his staff had to rewrite the budget substantially in the past two weeks, as the COVID-19 pandemic unfolded and Gov. 		<description><![CDATA[NEWS ANALYSIS After many weeks of political teasing, including a fundraiser guessing game about her plans, Danielle Hornberger, wife of a state Delegate, announced her plans to run for Cecil County Executive with a pledge to “rollback” tax increases imposed in 2017 by incumbent Alan McCarthy Both candidates are Republicans and will be seeking the party’s nomination in the April, 2020 primary election. Hornberger,38, a part-time community liaison aide to US Rep. Andy Harris (R-1) in his Bel Air district office, invoked President Trump and Harris as inspirations for her platform as a “fiscally conservative Republican” and focused her ire on McCarthy, a licensed veterinarian and former County Council member for four years before his election as County Executive in 2016. She ignored the third declared candidate in the GOP primary contest: Ewing McDowell, a Rising Sun area agriculture businessman currently employed by the state Department of Commerce as an agriculture specialist.
