		<description><![CDATA[NEWS ANALYSIS As in-person early voting in the General Election began on Thursday (10/27/2022), Cecil County voters will decide five local Charter amendments, including changes in selection of Ethics Commission members and requiring greater “transparency” on spending and real estate deals by the County Executive. The proposals are designed to address problems that emerged in the first two years of Danielle Hornberger’s administration. In addition, a proposed amendment to the State Constitution (Question 2) would require a state Delegate or Senator to “maintain” residency withing the boundaries of the district from which he/she was elected. Delegate Kevin Hornberger, Danielle’s husband, lived outside the boundaries of his former District 35-A, according to state land records, financial disclosure statements and sworn mortgage refinancing documents. He got away with using his parents’ address for years because no one challenged his residency within the limited less than two-week window for challenges to the State Board of Elections after a candidate files for office. Currently, the state Constitution only specifies a requirement for district residency at the time of filing but is silent on maintaining residency after an election and for the duration of the four-year Delegate term. 		<description><![CDATA[The Cecil County Council made a strategic retreat Tuesday evening (2/2/2021), voting to rescind its previous refusal to consider five nominations by new County Executive Danielle Hornberger to the county’s Ethics Commission after she summarily fired all five sitting members. Faced with a threat that she would install her picks unilaterally if the Council refused to act on the nominations, the Council revived the nominations but pledged to carefully “vet” the nominees before voting on them in two weeks. It was a day-long dance of procedural points between the Council and county administrator Dan Schneckenburger, who refused to re-submit the nominees’ names as requested by the council, since they viewed the previous submission as deeply flawed procedurally. Instead, he claimed that the Council’s refusal to act two weeks ago set a ticking 30-day clock and Hornberger could, and would, seat her choices with or without Council approval. 		<description><![CDATA[NEWS ANALYSIS The national shock and horror of last weekend’s mass shootings in El Paso, TX and Dayton, OH brought out the usual “thoughts and prayers” for the victims from a bipartisan roster of public officials, but that wasn’t good enough for State Sen. Steve Hershey (R-36), who represents Cecil County and three other Eastern Shore counties in Annapolis. Virtually alone among Maryland Republicans, Hershey has taken to Twitter for several days to call out racists and suggest that President Trump didn’t go far enough to address the root causes of the terrorism that targeted Hispanics in Texas. “I’m done with the thoughts and prayers. I’m done with the phony outrage from scores of politicians. I’m angry. I’m horrified. I’m devastated. Our American culture is suffering. Let’s call this what it is: A white nationalist committed an act of terrorism.” Hershey wrote on Sunday 8/4/2019.
