		<description><![CDATA[ANALYSIS When one-term Perryville town commissioner Michael A. Dawson declared a few months ago that he would not seek re-election to the post he had only won by one vote, town officials and many residents breathed a sigh of relief. During his brief two-year tenure, Dawson created a whirlwind of controversy, with online attacks and unsubstantiated accusations against fellow elected officials, town employees and even local businesspeople. It was the only government elective office he had ever won, despite numerous losing campaigns for County Commissioner, County Executive and mayor of Perryville. And his one-vote win on the town council was widely attributed to voter confusion of this Michael A. Dawson, a Prince George’s County transplant known locally as “MAD Mike,” with Michael W. 		<description><![CDATA[A majority of the Cecil County Commissioners agreed Tuesday to appoint Carrie L. Taylor&#8211; a member of the county’s Republican Central Committee, head of the local GOP Women’s Club and a key ally of the Smigiel-Pipkin political machine—to a seat on the county’s liquor board, a post that will pay her $2,500 a year. Taylor, 31, a paralegal, was given the seat held for many years by Herrel “Cuz” Curry, whose three-year term expires in July. Curry worked for many years as a senior inspector for the liquor board before retiring and he was subsequently appointed as a member of the liquor board. Curry has also served as the President of the Community Fire Company of Rising Sun, which has honored him as one of its “top ten” fire responders, and he has been active in many community events and groups for years. 		<description><![CDATA[After weeks of discussion and hand-wringing, the Cecil County Board of Commissioners finally named a five-member budget advisory panel Tuesday, with some Commissioners picking people with impressive credentials while Board President James Mullin (R-1st) picked a major donor to his political allies’ Political Action Committee. The Commissioners have been discussing appointment of a budget advisory panel for weeks and a majority had decided that each of the five Commissioners would name one person to the group, which would not have any legal powers or authority but would simply advise the Commissioners on possible budget cuts. Commissioners Robert Hodge (R-5) and Diana Broomell (R-4) announced choices with impressive budget and economics experience. Hodge selected James Butkiewicz, who is a professor of economics at the University of Delaware and a former chairman of the Cecil County Economic Development Commission. He is a resident of the northern Elkton area. Broomell selected Gary Benjamin, of Conowingo, who has been a cost and budget analyst for over 25 years at the Edgewood Arsenal/Aberdeen Proving Ground military facility in Harford County.
