		<description><![CDATA[NEWS ANALYSIS New Cecil County Executive Danielle Hornberger may have gotten her political dream team when she installed two Annapolis Republican political consultants as members of her administration: a consultant who specializes in financial disclosures required of political campaigns to become county finance director and a prominent lobbyist and campaign consultant, who has no record of ever handling a court case, as the county attorney. But what county taxpayers will get in return for the six-figure salaries they will likely be paying for each of them is less clear. 		<description><![CDATA[A visiting Circuit Court judge ruled late Tuesday (8/18/2020) that Danielle Hornberger can remain on the Republican ballot line in the election for Cecil County Executive, saying that current Executive Alan McCarthy should have filed his challenge to the validity of her candidacy sooner. Judge Thomas G. Ross, a retired Queen Anne’s County judge handling the case here on “senior status” in the state court system, cited “troubling” irregularities in Hornberger’s filing of required candidacy documents But he concluded there was no proof that Hornberger conspired in the apparent falsification and forgery of several official documents required for a candidate to qualify for the ballot. He also held that there was no proof that McCarthy, a distant second place finisher to Hornberger in the primary, would have won the election if her candidacy had been filed properly. 		<description><![CDATA[A day-long hearing in a Cecil County Circuit Court case seeking to void Danielle Hornberger’s apparently winning campaign for County Executive in the Republican primary election brought new allegations of potential document forgeries and additional revelations of behind-the-scenes contacts between Hornberger and a local elections board official. In addition, it was disclosed for the first time that the Office of the State Prosecutor (OSP) has officially launched a criminal investigation into the matter. Judge Thomas G. Ross, formerly a Queen Anne’s County Circuit Court judge now on senior status and who is hearing the case here, said he would consider the testimony and evidence and render a decision in five days, or Tuesday 8/18/2020. A surprise witness, Lora Walters, the now ousted former deputy director of the local BOE, testified, despite warnings that she could face legal jeopardy if she waived her Fifth Amendment rights.
