		<description><![CDATA[NEWS ANALYSIS Cecil County had some good economic development news this week, for a change, with the formal announcement of 700 jobs with online retailer Amazon coming to a mega-warehouse near Perryville. But enthusiasm should be tempered with a dose of economic reality on the shortcomings of the local workforce and the paucity of better-paying tech jobs that could expand the local economy and taxbase. While Amazon will bring warehouse operations, employing forklift operators and order-pullers to its “fulfillment center” at a new 10-year leased facility at the Principio business park off Route 40, the quality of the local county workforce and job creation expectations do not bode well for the future in Cecil County, where a new study of workforce skills and expected job opportunities projects that the highest number of new jobs through 2022 in the area will be for low-paid store cashiers. At the same time, a high-value new employer in the county that has built a permanent, owned and operated facility had a positive workforce view—because it recruited computer and technology-savvy workers from other areas. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore has signed options to buy two animal kennels—one a small private facility in a residential area in North East and also the much larger Cecil County SPCA shelter in Chesapeake City—at $400,000 each, but has not decided which site, or both, to buy at taxpayer expense. Also, Moore has now cut in half an earlier request for an extra $24,000 to boost an unbid, six-month contract with the current Buddy for Life animal control contractor to care for animals—after CECIL TIMES exposed a hidden loophole in her contract extension that would have put even more money in the group’s pocket despite a Council budget cut. Moore held a secret, closed door session with the County Council on Tuesday, 1/12/16 at which she outlined two shelter purchase options her administration has signed. 		<description><![CDATA[Steve Arentz, president of the Queen Anne’s County Board of Commissioners, has won the endorsement of Republican party committees in three of the four counties of the 36th District to fill a vacant state Delegate seat. As a result, his appointment is all but assured under the state Constitution, even before Cecil County Republicans discuss the matter next week. And issues raised about Arentz’ past campaign finance reports have been resolved with amended reports filed in the past few months with approval of state elections officials, to correct problems created by a former campaign treasurer, Arentz and independent sources said. The vacancy in the House of Delegates seat was created when Del. Steve Hershey (R-Queen Anne’s County) was appointed to fill a vacant state Senate seat to replace E.J. Pipkin, who resigned several months ago to move to Texas. The appointment process to fill the Senate seat was full of rancor, as Cecil County Del. Michael Smigiel (R) railed against local GOP panels and claimed that “outside forces” were out to get him and deprive him of the Senate appointment.
