Andy Harris (R-1) told Cecil County officials Friday that the liner technology proposed to seal a US Army Corps of Engineers dump in Earleville is untested and he will “insist” on monitoring of any new dumping at the site for further pollution of area waterways and wells. During a meeting in Elkton with the County Council and County Executive, Harris said that “a full liner has never been tested on this scale.” He said he would “insist” on ongoing monitoring via test wells drilled in the area to make sure that “the assumptions translate into reality.” And, paraphrasing former President Ronald Reagan’s comments on arms control, Harris said environmental officials must “trust but verify” that the Corps is not further polluting the area if dumping is resumed. The Pearce Creek dump, located at the end of Pond Neck Road and adjacent to the Elk River and the Chesapeake Bay, was closed to further deposits of shipping channel dredge spoils 20 years ago due to Maryland Department of the Environment (MDE) concerns about pollution of area groundwater. 		<description><![CDATA[(Second of two articles) GALENA— The gray-haired man at the lunch counter in Twinny’s restaurant in Galena wore a tee shirt, decorated with a flag and an eagle, that declared, “Proud to be an American.” Shaking hands with Rep. Andy Harris (R-1) last week, this constituent was pleased with the job his congressman is doing in Washington but he had concerns about the fairness of the tax code. Harris reassured the man that he’d be willing to “close corporate tax loopholes” and “simplify” the tax system. Harris added that he has supported proposals for a “flat tax”—in which most taxpayers would pay the same flat income tax rate regardless of income level but most tax deductions would be ended—or a “fair tax” that would end income taxes but impose a 23 percent national sales tax. The latter proposal drew fire in last year’s general election from Harris’ Democratic opponent, incumbent Rep. Frank Kratovil, who ran campaign ads saying, “We can’t afford Andy Harris’ idea.” Both proposals have been suggested by various groups and candidates for decades but have had no traction in Congress. Andy Harris (R-1st), chatting with constituents in a teleconference Wednesday, opposed state legislation that would delay a controversial gas drilling proposal for Western Maryland and suggested investment of some US government funds in foreign bonds, including those of China. He also opposed raising the wage base on which Social Security taxes are assessed so as to make wealthier people pay more into the troubled retirement system. He said it would impose a costly burden on small businesses that would have to match employee’s contributions. From throughout the 1st District, Harris fielded questions during the nearly one hour phone chat, at times sounding a bit like a talk radio host as he welcomed callers and responded to a broad range of questions. He was generally well informed on the issues raised by callers, which focused largely on energy, health care, and Social Security. Cecil Times was contacted to participate in the teleconference. Several callers cited rising gasoline prices to highlight their concerns over US energy policy and the need for American energy independence.
