		<description><![CDATA[Cecil County government has published a “request for proposals” (RFP) seeking animal control services under an 18-month contract, beginning 1/1/16, including provisions to allow the county government to buy a shelter building and assume its operating and maintenance costs. And a Delaware animal shelter that has been embroiled in fights with state and local government over animal control there plans to bid on the Cecil County contract, the group’s executive director told Cecil Times. County Executive Tari Moore and her senior aides have visited at least three county government-owned shelter facilities in Maryland—Harford, Frederick and Queen Anne’s counties, according to records of Moore’s official schedule that were obtained by Cecil Times. In addition, Moore’s schedule shows a meeting on 2/12/2015 with “Mary Thompson re: Rainwood Kennels.” Thompson and her husband, retired county Circuit Court Judge Dexter Thompson, own the Rainwood Kennels in Elkton that are being rented by A Buddy for Life, Inc., the current animal control contractor, for $15,000 a month, with the full rental fee paid out of county funds supplied under the Buddies’ contract with the county. 		<description><![CDATA[The Cecil County Council is considering legislation to set tough new regulations on owners of single-family homes who rent their properties out temporarily to vacationers, imposing zoning and inspection mandates on all properties as part of an effort to crack down on one particular Earleville home that has been the subject of community complaints. Property owners would have to obtain in advance a “special exception” from the county’s board of appeals, have the property inspected by zoning and health agencies, provide off-street parking at the rate of two parking spaces per bedroom in the house, and limit occupancy to two persons per bedroom. In addition, rentals would have to be for a minimum of five days and for no more than “four weeks per month.” The proposal defines a ‘vacation rental home’ as “a transient vacation rental or use in which overnight accommodations are provided in a family residential dwelling unit to guests for compensation for periods of less than 30 days.” The regulations, advanced by the administration of County Executive Tari Moore, received a chilly reception from the county’s Planning Commission on 12/15/14, when the proposal died for lack of a second on a motion to approve it. 		<description><![CDATA[A new Cecil County Chamber of Commerce survey of its members found that County Commissioner Diana Broomell (R-4) was deemed the most “‘unsatisfactory” commissioner while Commissioner Tari Moore (R-2) had the highest “excellent” ranking. There were 129 respondents to the Chamber survey—an admittedly small sample of the county’s many business operators. But Chamber members tend to be more active and informed on county and state issues. In addition to rankings of the current five-member county Board of Commissioners, the survey also solicited comments on what problems local businesses face in dealing with county government. The strongest negative reaction in the survey came on the question, “Do you think the Cecil County Commissioners, as a group, are supportive of the Office of Economic Development?” That drew a 74.4 percent “NO” response, with comments such as, “I guess this is a prank question” and “They got rid of the head of economic development; Vernon (Thompson) did an excellent job.” A three-member majority of the current Commissioners’ board forced the ouster of Thompson in late August.
